Complaint: In XXXX , I called this debt collector to state the the debt was not mine, and I did not owe them. They failed to send me any documentation proving that the debt was min e ( no contract ). I never heard anything back from the and 30 days had already passed. Representative I spoke with claimed they did not have to prove it, which was a absolute lie.

Complaint: I have been calling and trying to understand and properly negotiate the debt. After speaking with the issuing company I was directed to the collection agency. The person I spoke with in the fall was rude demeaning and lied. She made fun of me for how much I could afford to pay and even said it was a joke, and not a legitimate amount given how large my balance was. She then told me I was refusing to pay, so I paid the only amount I could, a few hundred dollars. I have not refused to pay and I can not believe the way I have been made to feel. Is it ok for people to make you feel poor and like a bad person? I am trying to deal with the debt like a civilized person and the company is making me feel like I am worthless. I am a United States XXXX Veteran , and I do not need people over the telephone harassing me in order to get more money from me. It is rude, predatory and it really makes my blood boil. Can you imagine how I feel after falling behind on my bills and then being told I am good for nothing, even after I made a payment? The next person I spoke with was not as rude but still told me my payments were amusing and that I was going to essentially be punished if I did n't pay.

Complaint: I signed the lease XXXX XXXX XXXX I looked at the apartment it was not ready to move in, I was assured that all the issues would be taking care of ASAP. She call me XXXX XXXX XXXX said that they would be painting the apartment and taking care of the filter and the door. I just back every day and every day they assure me it will be taken care of the next day. On XXXX XXXX XXXX , I send a notice to vacate because the apt was not ready for me to move in. I returned all keys and parking passes. I never received a copy of the lease and every time XXXX XXXX XXXX went to sign the lease the property manager was not there. On XXXX XXXX XXXX , I get a called from the property manager stated that I was being evicted for non-payment of rent. I explain to her that I did not live there and sent her all the documents and email her and ask to take care of this. Then on XXXX XXXX a collection show up on my credit reports from FAIR COLLECTIONS AND OUT XXXX XXXX XXXX XXXX XXXX , MD XXXX ( XXXX ) XXXX {$4900.00} I contact the company sent all my information. Then they just sent me an email stating that the property manager stated that I did not notify them until XXXX XXXX XXXX , which you can see was not true.

All payments were up to date contingent my roommate and I moving from the property in XXXX of 2015 . The Apartment complex nor the collection Agency has contacted me in the time since then concerning the situation, I was not aware until I pulled my credit report recently. I have tried to reach out to XXXX XXXX numerous times and have not been properly assisted, when I finally was able to have customer service I was told that they are under new management from the time of my stay, and the property could not help me.

Complaint: This collection is being reported by Fair Collections and Outsourcings on my wife and I 's credit report. This began as a fraudulent charged from its outset. My wife and I were ch arged by an apartment complex ( XXXX XXXX , XXXX , TX ) {$170.00} for " cleaning and resurfacing '' after we left in late XXXX XXXX . When we left, the apartment as clean as it could be without actually hiring a cleaning service. The only cleaning that was n't done was dusting the top of the refrigerator because my wife could not reach that portion, and I was at work. We asked the apartment complex ( run by XXXX XXXX ) t o provide proof as to why we owed this amount and they never did so. We also notified the complex that one of the countertops was not maintained properly before we moved in. We put in multiple maintenance requests that were never completed. After no proof was provided by the apartment complex, we refused to pay. After only one month of owing the reported balance, the apartment complex sent the amount to collections, held by FCO , on XXXX XXXX , XXXX . After a few years of reporting to our credit, we decided to dispute the debt. FCO sent back a picture of the original bill stating the debt was verified but no actual proof as to why we owed that amount. We ended up settling the debt in XXXX XXXX , with the impression that the debt would just be cleared but it was n't, and we 'd like them to be removed from our credit report.

An identity thief used my personal information without my permission to open an account several account in my name this debt is not mine. I ended my lease due to stuff being taken out my apartment. There was no balance left for rent or etc. However, after 90 days XXXX contact me & sent {$840.00} in utilities to collections. I am baffled thattheyare allowed to do such a thing with no regard for past clients. I had utilities turn on in my name on my Move n dat e which was XXXX XXXX XXXX , I faxed a copy & dropped a copy of my bill over to the leasing office upon moving in & out. I was instructed that everything is in order, I had kept electricity on in the unit upon until I moved out. I had to have services turn on prior to moving in and picking up the lease which I did. XXXX is claiming I owe them money when in fact I do not owe them any money. XXXX at XXXX is not a " utility company '' which they clearly state this in their lease on p age ( 10 ). If they are not a utility company how are they allowed to bill me for services wh en I had " Service '' in my name from the local utility provider? I also have a letter from the utility company which states upon me moving out of that address, I had servicesin my name from XXXX until I moved out, and balance is {$0.00}. XXXX sent my name & personal information over to FAIR COLLECTION OUTSOURCING IN MARYLAND a collection agency for whom, I disputed and they just sent me a copy of a lease nothing else. Complaint: I am a victim of identity fraud. Since XXXX XXXX , Fair Collections and Outsourcing has filed a collection account in the amount of {$15000.00} against my credit report. I do not own this account nor do I owe any money to their client XXXX XXXX XXXX . To support this statement I 've obtained a letter from their client which state s 1 ) that they do not have any records of my living in their apartment community on the dates that Fair Collections and Outsourcing claim ; 2 ) that they do not show me as owing any balance to their company ; and 3 ) that they have not initiated any collection proceedings in order to collect any debt from me. In XXXX XXXX , I took all supporting documentation, including this letter, to the XXXX XXXX Police Department located in Maryland. Upon reviewing this documentation, the police have concluded that I am a victim of identity theft. I 've since shared a copy of this police report with the Fair Collections and Outsourcing agency, yet they continue to try and collect this fraudulent account. In speaking with their representatives, I am treated in a very rude and disrespectful manner. On many occassions, I have been hung up on and refused service when I insist on escalating this matter to higher management. Today, XXXX XXXX XXXX , XXXX XXXX told me " I will not be transferring your call to my manager ; your account has been validated by our client. '' When I asked for the contact information for their client to have this issue resolved I was refused this information. I 've also asked to speak with their Compliance department which handles the removal of this account from my credit report and again I was denied access to speak to this department. In addition to this complaint, I have also filed a complaint with the Better Business Bureau of Maryland and XXXX . Attached please find the above referenced police report and assist me in my dispute to have this account removed from my credit report.

Complaint: FCO claims I owe a debt from an apartment community I had reached an agreement with to move with no charges. Without my knowledge the apartment company filed eviction after I had moved per our agreement. I received calls 3 years ago from a XXXX MD number but never a voice mail. I received no written correspondence either. In XX/XX/XXXX I was turned down for an apartment and learned about FCO on my credit report. I sent a certified return receipt letter on XX/XX/XXXX requesting they validate the debt and I was disputing the debt. From XX/XX/XXXX through XX/XX/XXXX I received twice daily phone calls from FCO. I was not able to answer and they did not leave a voicemail. After receiving no debt validation I sent a follow up letter in XX/XX/XXXX. Once again I began to receive phone calls from FCO immediately after they received my letter. I did not answer the phone as I had sent letters requesting debt validation. I received a word document with charges listed all in XX/XX/XXXX. I finally called them and when I questioned the validity they then sent me the same document but had illegally placed a company logo on the top. This is not the company I rented the apartment. I was told that XXXX the Compliance Officer did not speak to people on the phone also the one time I called. I was asked if I had an attorney and I should get one if I did n't. FCO continually refuses to verify this debt and responded only with this word document. I also forwarded via email to XXXX her communications with another person who she removed the account and cleared the credit report since she could not verify the debt. FCO has recently been sued by the XXXX for these exact illegal practices. XXXX has also been XXXX recently which goes to character. This company uses illegal practices including cutting and pasting a company logo ( the new owner of the apartment complex ) on a word document and mailing it to me. This is mail fraud!! Creating a document, presenting it as genuine?? I just recently sent yet another letter to FCO requesting again that they verify the debt. I do not owe this debt. Please help. I will agree to allow CFPB to publish this so that it may help others about dealings with FCO.
