I 'm filing a complaint of harassment because they have called me after hours to retrieve this debt. Complaint: We terminated our Rental agreement with XXXX since the Apartment complex did not providet us with safety and security. We have complained several times that the Gates could entered by any car even without barcode sticker, only by folowing the front car, since it took a long time to close after a automobile entered, some times the gate was defect and did not closed at all. After we were robbed our Sportbikes, chained on iron bars inside the hallway and strange people they did not live in the apartments, we took action and cancelled our Rental contract. The charged us with a penalty of two month Rent for early termination.
Our complaint and witness from a Police Report XXXX, was totaly ignored by the Management from XXXX.
A involvement from our Lawyer was never answered.
To have our peace we paid one month aditional rent and afterwards received notice from a collection company to pay {$1900.00}.
After we moved out in XX/XX/2013 I hat to pick up some stuff left on the patio we noticed that the Apartment was already rented to an client. Also we found out that the gate system was not changed and many car drove to the gate without barcode sticker.
From other government offices we were informed that it was correct to terminate the Rental agreement.
The Police Report is still available.

Complaint: Fair Collections & Outsourcing ( FCO ) is reporting an account on my credit report that was paid and was suppose to be deleted from my credit reports once I agreed to pay them. The account is past the 3 year statute of limitation in Maryland and this account is from XXXX to XXXX. I paid the account as a settlement with the agreement that it would be removed once it was paid. I was told that they had the agreement from there client XXXX at the XXXX to offer the settlement for deletion but they continue to report this account on my credit reports.

Complaint: Fair Collection & Outsourcing ( FCO ) placed an account ( XXXX ) on my credit reports in the amount of XXXX and sent me an offer on XX/XX/XXXX of XXXX to clear up this account. The first violation was that they placed this alleged account on my credit reports before they notified me in writing. On XX/XX/XXXX I requested validation of the alleged debt, with the foloowing : statemement which matches the balance being claimed, list of charger from the orginial creditor ( updated as of XX/XX/XXXX ), Proof that they are licensed and bonded as a Collection Agency in Maryland, when was the aprtment released. We never received all of the information requested ( see attachments ). XXXX stated that XXXX in there client but I contacted them and they said they have a new owner as of XX/XX/XXXX and any accounts prior to that is no longer there and to contact the Collection company. FCO is trying to collect on an alleged account that is Past the 3 year Statute of Limitation of debt collection in Maryland. The lease is n't signed with my signature by with a generated signature by has a signed signature by the apartment authorized representative. So if I was presented to receive keys then why is n't my signed signature of this document? And the statement has charges for rents in advance which is a violation if the apartment was released during that time. I pointed all these items out to XXXX with FCO. He stated that they received this alleged account on XX/XX/XXXX but its reporting on my credit reports as XX/XX/XXXX, he stated that they didnt start reporting it until XX/XX/XXXX but they started reporting it in XX/XX/XXXX which is violation. FCO has proof from a previous account with them XXXX that shows my signature and that I was living in another apartment at the time of this alleged lease.

Complaint: I was a resident in a rent stabilized LIHTC complex and subject to the requirements of the Division of Housing and Community Renewal. There were numerous violations and because of my notifying the DHCR, the attorney general and the housing authority, the landlord refused to offer me a lease renewal and chose to file a Petition for Posession of Premises ( Holdover ) In the Petition, the Petitioner also asked the Court for " rent in arrears '' In my defense, I prsented evidence that I did not owe any rent as my rent was paid to date. In the Court 's Decision, the Petitioner was awarded a Warrant for my eviction. However, the Petitioner was not successful in obtaining a Judgment for " rent arrears. '' I suspect on the ill-gotten advice of his lawyer, the landlord decided to submit the alleged unpaid rent to a collection agency in Maryland. I received a notice from the agency along with a sheet of paper of the alleged debt which was insulting. A 5th grader could have done a better job. Nonetheless, I immediately sent a certified letter disputing such debt and asked for a " validation. '' The agency basically sent me a duplicate of the 1st version of the alleged debt. It did not have the address of the alleged creditor nor an explanation of the alleged debt. First of all, the landlord and his attorney are well aware that the Court already ruled on arrears. Next, that document is fraudulent. Lastly, landlord 's attorney either is inept or he is rolling the dice in hopes by using an agency in another state ... ... ... well just maybe he can sneak this by but even if the could possibly prevail, I am XXXX years old. NO assets, and my only income is social security!
There are other reasons I was targeted but for one reason that was the lesser of the others was that once i no longer resided in that particular apartment, that unit then became, deregulated and THAT is the lanldord 's goal to deregulate any units that are rent stabilized! t The landlord has about XXXX of these complexes so he has quite a gig.

Complaint: Upon checking my credit report, I noticed that Fair Collections and Outsourcing were reporting an account XXXX to all XXXX credit reporting agencies. For starters, I was not notified of the alleged debt before it was thrown onto my credit report, it suddenly appeared. Fast forward to XXXX XXXX, 2017, I sent a debt validation letter to FCO asking them to validate the debt. I received correspondence from them on XXXX XXXX, 2017 in the form of a package enclosed with the copy of a lease that bears an electronic signature and a statement of charges.This to me is not a form of debt validation, its basically FCO stating that they purchased a debt from a creditor and are trying to collect without proving that I have in fact have done business with them. After sending my second letter to them requesting that they send me proper validation, they responded stating that they will not respond to multiple request of me asking them to send proper proof of validation. I also disputed this collection with the credit reporting agencies and have since received feedback from XXXX whom stated that FCO sent back the account as " verified ''. They have since changed the way they are reporting on my credit report since I filed a dispute for removal of the account from my credit report. They changed the original name that they were reporting under from Fair Collections & Outsourcing to XXXX XXXX. How are they able to verify an account and change the name they are reporting under to the credit reporting agencies? It is their job to provide proper documents of validation in order to collect on as debt, and it is also their responsibility to report ACCURATE information.

Complaint: XXXX XXXX I discovered that I was a victim of identity fraud when a former girlfriend co-signed my name on a lease for an apartment, resulting in my name being submitted in collections owing over {$3000.00} from XXXX. This was also submitted onto my credit report. FCO, the collection agency has attempted to collect this false debt from me last summer. Shortly after discovering this, I disputed this along with submission of an affidavit with all relevant & requested paperwork with proof of identity & my residency at the time of incidence that this debt was not mine and that I was a victim of fraud. I mailed it via XXXX and per tracking, it was delivered to FCO on XXXX/XXXX/XXXX at XXXX. The fraud report was also submitted on https : //www.identitytheft.gov/ as well as disputed on my credit report ; however, due to FCO handling this XXXX the other XXXX disputes were not submitted. A couple weeks after the affidavit submission, I began calling FCO to follow-up on my case. Every person I spoke with was extremely difficult to communicate with, no one was straightforward. They all simply beat around the bush, kept putting me on hold and I got absolutely nowhere. Furthermore, no one could confirm nor deny that my affidavit was received, despite the delivery confirmation. I called back about XXXX2 weeks later and same story, same bush. I then told them to call me once something comes up. It is now XXXX and I just received a new invoice from FCO, yet again, attempting to collect the debt. I simply can not deal with calling this terrible thick-headed company again, as no one can help me. They ignore my submissions and only submit theirs. This is a false debt, it is not mine.

Complaint: I requested that a comment entered on my credit report at each of the XXXX credit bureau that I disputed the debt. The entry was made at XXXX and XXXX, but not XXXX. I applied to rent and apartment at XXXX different locations in XXXX, FL and my applications were denied for rental. I found out that the apartments pulled my credit report from XXXX. I believed that I was denied the opportunity to rent because of the dispute not recorded. I also lost {$120.00} fee for the background check.

Complaint: I went into XXXX and was told by their representative that I could cancel AT ANY TIME. I paid {$750.00} on the XXXX day and received NO services. I sent a certified letter to XXXX within XXXX days saying I wanted to cancel and for them to refund my {$750.00} deposit as I received no services of any kind. They refused to refund me and have now sent me to collections for services I never received. They fraudulently represented themselves to get me to sign up and then once they got me, they claimed I signed up. There are numerous complaints against this company that I discovered after the fact. I am out {$750.00} for NOTHING and now I am being reported to the credit bureaus.
