Complaint: A thick envelope was sent to my residence from Netspend. The envelope had my residences address on it but was addressed to an unknown person. With identity theft on the rise, I assumed that some unknown person was using my address for fraudulent purposes. So, I contacted Netspend to inquire about the envelope sent to my home. After explaining to the customer service rep about the situation, I was asked for an account number. So I then explained that the envelope was addressed to an unknown person but had my address on it and that I did not own a Netspend card or account. The rep advised that it was just an advertising scheme that they use for marketing purposes. I advised the rep that I no longer wished to receive any advertising from Netspend and to take my address from their mailing list. Also, that if I received anything from them thereafter that I would pursue legal options. The rep asked for my address and put me on hold. After returning to the line, he asked me for the card number and account number that was enclosed in the envelope. I told the rep that the envelope was not addressed to me and I was not entitled to open it as it is a federal crime to open mail that doesnt belong to you. He stated that he could not take me from their mailing list if I did not open the envelope and give him the account number. After refusing to open the mail, he disconnected the line.

Complaint: On XX/XX/2019 around XXXX XXXX i swiped card at XXXX XXXX for the amount of XXXX $ the transaction went threw but the cashier state 's that it was declined. I tried transaction 2 more times when i got alert on phone showing that it had gone threw but the transaction amount was XXXX and showed my account balance now at XXXX. Ive contacted my card and they say they have to wait for XXXX XXXX to refund and XXXX XXXX is saying they dont show tbe transaction at all in system. But its on my card history as a negative charge like all my other purchases. I need my XXXX back in my account and no one seems to want to refund me.

Complaint: On XX/XX/2018 I went to the XXXX XXXX and purchased a PayPal prepaid debit card and loaded XXXX dollars on there. After getting the card I called and tried to activate it. I was transferred to customer service cause they said something was restricted. Once on the phone with customer service she said they she was unable to activate the card. I didn't understand why she couldn't activate a prepaid card cause it's money I put on there. Is this a possible scam? She went on to tell me that there's nothing at all they could do and would send me a check in the mail for the amount I put on the card. She never specified about the restriction or anything. I just want my money back.

Complaint: Got a prepaid card for my teenage son and teach him about credit. Pre-loaded NetSpend credit card {$35.00} tried several times to register online for him to use. Have been unable to do so also made several attempts to contact the company. All you get is an automated number that does not lead to a live person. At this point very frustrated want this matter resolved immediately.

Complaint: On XX/XX/XXXX I received a text saying my Netspend debit card was used at an ATM and withdrew {$43.00}. I immediately called the bank because i had my debit card in my possession. By the time i got to the prompt to stop my debit card, the thief had took 9 {$43.00} transactions at a XXXX XXXX ATM machine in a XXXX XXXX. I had the customer service rep to stop the card and mail a new one. On XX/XX/XXXX i went to file a police report with the XXXX Police Dept with Officer XXXX and my police report number is XXXX. My claim number at Netspend is # XXXX. I was told by Netspend i could get a provisional credit of {$400.00} but i had to send them dispute paperwork which i emailed to them on XX/XX/XXXX. I did everything i was suppose to do and Netspend had until XX/XX/19 to give me the provisional credit and they emailed me on XX/XX/19 saying they will not be giving me any credit. Im so so upset because i have been with this company for over 6 years, i have my direct deposit going to this debit card but they are treating me like the thief instead of the victim. I provided everything that they asked me for and yet in still they are treating me as though i did this myself. Their exact reason that they have on a message on their site for my account is the pin for the card was not changed prior to the period for unauthorized usage and no declines for insufficient funds so the person making the transactions had inside knowledge of the account balance. This is crazy because they did 9 {$43.00} transactions and by the time i was able to get through the prompts on Netspend customer service line to stop this debit card, i only had {$100.00} and something dollars left in my account. I'm so upset because i need my {$400.00} and i'm upset because i have been with this company Netspend for years and this is how they treat their loyal customers.

Complaint: On XX/XX/2019 I called Brinks Prepaid card and advised that a merchant had drafted my account for {$210.00} and the rep stated no worries we can reverse this transaction and the manager has to do it since its such a large amount and the reverse of the transaction was successful the money was placed in my account. I went on to shop for my son school supplies my end of the day balance on XX/XX/2019 was {$100.00} well on Sunday XX/XX/2019 I went to the atm withdrew {$20.00} and went the grocery store and spent {$47.00} which left me with a balance of {$35.00}. I went to the gas station on Monday XX/XX/2019 and the sale was for {$13.00} it was declined well I immediately went to the car and called to check my balance which stated negative {$170.00}. I called Brinks and was advised the merchant was able to withdraw the money on Sunday XX/XX/2019 I was shocked I stated how when the money was not available and this is a prepaid company. The rep stated the merchant did a hard authorization meaning they requested money with no dollar amount on there and the transaction was able to go thru I was highly upset because I am like I called on Saturday morning why was none of this advised to me so I could cancel the card and get another card until I talked to the merchant. My issue with Brinks is that I don't work for your company and when an customer calls in and has an issue you should be able to let them know and I had been with this company for 4 years and even thru the investigation I requested a provisional credit until the investigation is over with however that was declined until two weeks later they said a possibility of update on that is XX/XX/XXXX I am like in the meantime this has affected me I have a child support check that goes on this account for {$160.00} Brinks will take all that until this matter is resolved I get paid every two weeks and my child support helps me on the weeks I dont get paid.

Complaint: I called to have my Paypal Card activated Im told that Everyone has an Residential address and a Bank Account and Insurance and you have to show proof of Address like an light bill or you should have an letter from the Government, this is Discriminatory to people who Dont Work, Who Dont have a Bank Account, Who dont have a Home/Residential Address with a Light Bill, Or have went or have an letter from the Government Office. : ; I havent got an Home I live in an extended stay, I dont deal with Any banks that arent meant for the living I havent dealt with any Government Offices to have any mail from them so how do Any living man or woman supposed to get an card activated this is Discrimination against any living man or woman that has or need this card and that living person cant get a card because it was said by the CSR AND SUPERVISOR XXXX everyone has an Residential Address and thats not true all all ... This is an class action law suite Paypal is Very Bias against living people who are Homeless with an Residential Address, Living People who dont have an Home, Living People who dont have Bank Accounts that are meant for Legal Entities, not living People, for living People who dont have or get Paychecks but Who Do Have An SSN & ID with the Legal Entities name listed on the Government Issued ID of the living man or woman is without any of your Documents that Paypal is asking for and its not giving to them Because under the Corporations Laws its what is Demanded from you if you dont have an HOME your Denied to have an PER-PAID PAYPAL MASTERCARD ACTIVATED

Complaint: I was issued a Payday loan on a NetSpend card ( this was my 3rd card with them ). I'd previously enrolled in the " monthly fee '' plan with my temporary card ( $ XXXX/month ), when i was issued my permanent card ( with my name on card, automatically sends by mail ), it got switched to the " per transaction fee '' plan ( from {$1.00} to {$2.00} each transaction including debit or running as credit ). I called the customer service number, after arguing with the man, he reluctantly have me only HALF of the fees they'd taken from me and stated he'd put me on the " monthly fee '' plan again, starting the NEXT day. Which of course, I was charged for AGAIN after already paying {$32.00} in transaction fees ( and only received {$13.00} credit ), I still got charged more! I only had {$6.00} and some change in there, so they pretty much cleaned me out, I called again complained and said I wasn't paying another fee per transaction and the girl told me they can't issue me a refund due to them already issuing me credit the day prior ( mind you for only half ), so at this point I'd paid almost {$20.00} in fees already, I asked for a supervisor .... She placed me on hold after arguing more with me only to eventually hang up on me. I called back stated what happened AGAIN to another man and he continued to put me on hold for over 40 mins which at the point I did hang up. Then to top it off they put me back on the " monthly fee '' plan after that conversation apparently and took ANOTHER {$5.00}. In the files attached you'll see they charged me the " monthly fee '' at some XXXX that morning and shortly after charged me the " transaction fee ''. I asked the girl how this is allowed and she tried telling me it was the " transaction fee '' first, in the file i attached you can clearly see that's not the case. So they charged me in order, a monthly fee when i opened the temp card, when i received the permanent card they switched to transaction fees, then i called and complained getting me to be charged a monthly fee ( once again ), changed to a transaction fee somehow after my 2nd complaint by phone, then ANOTHER monthly fee during my 3rd complaint by phone ... All within a 30 day period. Within the last 2 days alone they took {$5.00} twice, plus almost {$20.00} in transaction fees, one of which was charged the monthly fee then charger a transaction fee the SAME DAY. This is HIGHLY unethical and deceitful. It violates so many laws that were just filled against them in the lawsuit. How is this STILL GOING ON?! Just plain cowardly and irresponsible that the supervisor or anyone from an authorized position would even come to the phone to speak with me. Not an acceptable impression from a well known company ... But then again, they're not well known for how great they are .... They're cheats and thieves who think they're above the law.
