Cashing a check
Complaint: I am contacting you to file an official complaint against Certegy Check Services XXXX XXXX XXXX XXXX XXXX, FL XXXX. But also to urge you to file criminal charges agaist them for their failure to adhere to the rules and guidlines of the Fair Credit Reporting Act ( FCRA ).
** " You must be told if information in your file has been used against you. '' ** " You have the right to know what is in your file. '' -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- - More specifically they are in non compliance with the terms and conditions of a XXXX XXXX dollar settlement with the FTC ** " The FTCs complaint alleges, among other things, that Certegy did not follow proper dispute procedures. The complaint further alleges that Certegy failed to follow reasonable procedures to assure maximum possible accuracy of the information it provided to its merchant clients, as required by the FCRA. '' ** " Among other things, the settlement requires Certegy to make improvements in these areas. The vendor ran their customary verification with Certegy. Certegy " Declined '' my check. I was told to call XXXX which I did from the vendor 's location. Certegy 's " robot '' provided no information as to why my check was declined other than my check " did not meet there acceptance guidelines ''. It should be noted that I have never bounced in check in my life! And, I 've been writing checks for over 40 years.
I went to Certegy 's website per their recommendation. Using their so called " Declined Check Look Up '' tool provided the same response. Once again, per Certegy 's recommendation I downloaded their " Free Annual File Disclosure Request Form ''. After completeing the form I sent it via registered mail along with a letter demanding a full explanation that includes specific, detailed, and verifiable reason ( s ) in declining my check. Certegy 's written response was an insult. They provided no information as to why this check was declined other than to regurgitate that my check " did not meet there acceptance guidelines ''.
I contacted the Massachusetts Attorney General 's office via their website and was referred to their Consumer Advocacy and Response Divison. In working with the people at the Consumer Advocacy and Response Divison we made several conference calls to Certegy. Neither I nor the agents at the Consumer Advocacy and Response Divison could convince Certegy to reveal exactly why my check was declined. In fact, they flatly refused to let us speak with a manager to discuss this.

Cashing a check
Complaint: XXXX XXXX XXXX XXXX XXXX XXXX XXXX called to say that they had been hired to collect on a check for {$250.00}, which I had simply stopped payment on due to a misunderstanding between me and another person. There were no goods or services for which I was paying. The person who received the check did not collect the money, though XXXX claimed that she did. They said that the XXXX XXXX XXXX in XXXX had paid the {$250.00} and now wanted to recover the money from me since I had stopped payment. In fact, the bank had charged the recipient {$30.00} for a bounced check. I do n't know how this company was able to get a copy of my check. But I find it disturbing that they did and clearly just started phishing with a copy of my cancelled check.

Complaint: On XXXX XXXX, XXXX I submitted a dispute via ChexSystems about an account I previously had with XXXX XXXX. The previous week I had applied for an account elsewhere and was turned down and upon checking my credit file from ChexSystems I noticed I had been reported for an account abuse closure by XXXX XXXX While I did not dispute the fact that my account was closed with a negative balance I did and do dispute a reporting of account abuse on my credit file. In what was at best a few days later I received correspondence twice from ChexSystems one stating a investigation had began. The second a day or two later stating the account was affirmed. On Monday XXXX XXXX I contacted the XXXX XXXX collections department not once but twice as to inquire why account abuse was reported. From my standpoint the account had not become overdrawn because of any transactions that were paid to any institution on my behalf for me to personally benefit from. My knowledge is that the account was closed because of return payment and sustained overdraft fees the bank accessed for not paying on my behalf. No checks were written no transactions were processed to the debit card the account was overdrawn because of bank fees. The first call resulted in me being transferred to a collection agency the second resulted in a hang up because the representative had became disrespectful over the phone which is the norm for XXXX XXXX when you question there just accept it justification. In both calls I agreed to pay what was owed in full even though I dispute the amount. This would be contingent on the inaccurate " abuse '' reporting being removed from the file because I feel it was only reported in that manner as a form of retaliation or malice. I believe it was reported improperly to ChexSystems because XXXX knew that for that particular agency abuse could mean anything and would n't be questioned.

Complaint: XXXX - I placed a Security Freeze on my account. I received both online and emailed confirmation that my pin would be mailed within 3 business days.
XXXX - I had not received my pin. I called and was told that the pin had been mailed that day.
XXXX - I still had not received my pin. I called and was told that they were behind due to the XXXX breach, and that I would receive my pin in 5-7 business days.
XXXX - I called and was told that the pin had been mailed on XXXX, and that I would have to send a written request, with all my personal info, before they would mail my pin. They also told me that I had n't called on XXXX! I asked that they offer another way for me to receive my pin, as I no longer trust their " It 's in the mail ''. They refused.

Complaint: I recently tried to cash my paycheck at XXXX like ive done every payday for several years now. This time however certegy would n't let me cash it. I called them and they said there is a bounced check from XX/XX/XXXX at holiday a check to XXXX XXXX from XX/XX/XXXX and 2 checks from XXXX in XX/XX/XXXX. These were never on my report until recently had ive never had an issue cashing my paychecks before. I didnt write any of these checks so I dispute them. However they said it will be 30 days until anything is removed and in the meantime I ca n't cash any of paychecks and ca n't pay my bills. Because they messed up

The only validation made for this account is a statement made by the bank that " additional negative activity took place increasing the balance to {$470.00} at the time of charge off. '' On XX/XX/XXXX, a 2nd letter was sent to them asking for the documentation supporting that statement. Their response ( received on XX/XX/XXXX ) is attached ; however, again, no proof of the debt was included ; they simply restated the same thing. Please delete this account from my report in compliance with Section 611 of the FCRA which states unverifiable or inaccurate information must be deleted from that file of the consumer.

Complaint: I have been denied on two separate occasions from opening a bank account because of information chexsystems has provided to XXXX XXXX XXXX XXXX and XXXX XXXX XXXX. The chexsystems inaccurately depict me as a risk for fraudulent activities. I believe this is because the discriminatory practices of Chexsystem. I am a consumer in good standing and have never had any type of fraudulent activity in my life and have been in law enforcement for 29 years. Although I am trying to open certificate of deposit ladders at a number of banks and take advantage of higher interest rates this should not label me as a fraudulent risk to banks when they do a credit check on me. The discriminatory practices against chexsytems should be stopped immediately. They have effected me financially by withholding my ability to obtain higher interest rates at banks.
