Complaint: Late last year ( XXXX ) I applied for an American Express Card. American Express denied my application ( Ref # XXXX ). The denial did not make sense to me because I had worked hard, over 10 years to fix my credit.
In XXXX, I was forced to file for bankruptcy. Before filing I contacted American Express because I had 2 credit accounts with them and I wanted to keep them. I told them that due to my mortgage payment more than doubling and the economy crashing, it was the only way I knew ( at that time ) to save my house. American Express told me that if I filed for bankruptcy that they would close out my accounts.
Fast forward 10 years later after struggling, paying more than most for credit, being denied by most, I managed my credit scores to " Good '' status. The bankruptcy came off my credit reports so I applied for An American Express card. The application was denied and they cited the previous accounts as the reason why.
I wrote a letter disputing their decision, explaining that I though it was illegal to use accounts that were part of a U.S. Bankruptcy case. The letter was never replied to. When I called them to check the status, I was told that American Express keeps their own records and that they can use the information to approve or deny credit to anyone.
So my dispute is more of a question along with ( what I believe to be ) a reasonable demand. The question is : Can they really deny me credit if I otherwise qualify? If they can, then at the very least, they should remove all the credit inquiries from the credit bureaus. Since their sole reason to deny me is based on internal records. They never needed pull my credit report.
I am enclosing a copy of the letter I sent American Express. Please note that this copy has some grammatical revisions but otherwise the same.

Complaint: - in XX/XX/XXXX I disputed a charge for a XXXX computer and made a strong case for this being a fraudulent charge. My Amex card has been closed since XX/XX/XXXX in what I assume was retaliation with a XXXX balance until they added a balance back on two separate occasions. I have refused to pay and they recently started making threats to report me to the credit agencies. Also legally this debt had to have been written off of 180 days which has not been done - My identity had been stolen via the mail room this affected more than just American Express and documented everything - The package was signed for by " locker '' which is the signature given by buildings that have a package locker, mine did not - I filed both a ftc report and a police report and was told that if I did so the charge could be reversed - The XXXX did not match my address on file at the time - I also pointed out how best but had incorrect contact information and the item was purchased from a ip address in Hawaii while I was with friends in XXXX XXXX at the time of purchase. I did buy a ticket for my GF there, but she did not have my card nor permission to ever use it on my behalf -the card was closed in XX/XX/XXXX with a XXXX balance -a unexplained reversal plus a rebill several statements far later than the 2 month requirement in XX/XX/XXXX, XX/XX/XXXX -amex continues to call saying I owe money, but while the website does shows a balance that they produced but also reads in big red letters " this account has been settled and no further payment is required '' I ask that they post haste remove this erroneous charge, and if they feel it's valid then at least forgive it given the multiple errors where it has been added back to my account 3 times with little explanation and in clear violation of rights to information and their requirement to settle this in 2 billing periods as this is an over 1 year old charge, I have clearly disavowed and they poorly researched my claims including XXXX running its own investigation finding me to be the victim of iD theft and reversed charges for similarly purchased XXXX XXXX computers on the same date. I worry everyday that Amex will make good on its threat and erroneously ruin my credit when information that could prove helpful was not provided, I am frequently hung up on, deadlines for them to act has passed, and acting generally crass towards a victim of identity theft that affected 3 other cards and a drivers license which were intercepted. XXXX XXXX has also not returned a single phone call to their dedicated fraud team that handles matters like this and would not give me any information directly including details of delivery to a complex where packages are signed for by locker. I remind Amex and XXXX XXXX that I am XXXX and they refuse to accommodate this with verbal conversation along with written documentation for demoralization. Every single one of these letters sent to received required me to seek external assistance which is not compliant with XXXX ADA or the state of CA ADA.

Complaint: On XX/XX/2019 I noticed a charge on my prepaid American Express Serve card I did not recognize. The amount of {$110.00} was charged to my card by XXXX XXXX XXXX on XX/XX/2019. On XX/XX/2019 I filed a chargeback request and filed the fraud affidavit with AmEx against XXXX XXXX. I NEVER had or have any insurance, accounts, or past due amounts with XXXX XXXX. On XX/XX/XXXX, I requested a refund from XXXX XXXX. XXXX XXXX informed me that a full refund will be issued within 3-5 days. They provided me with a reference number of XXXX. I never received a refund. On XX/XX/2019, AmEx sent me an email stating that my dispute was declined and to send a them a letter requesting details about the decision. I mailed a letter to the address and never received a response. I called XXXX XXXX again to request a refund and they provided me with another reference number of XXXX. They told me that American Express withdrew the funds for the chargeback from XXXX XXXX on XX/XX/2019. American Express denied this.
On Monday, XX/XX/2019, I had a three-way conference call with XXXX XXXX of XXXX XXXX XXXX Treasury Department ( phone number XXXX ) and American Express Security/Fraud Dept. as to why the chargeback refund wasn't applied to my account. XXXX stated that American Express withdrew the funds for the chargeback on XX/XX/XXXX but American Express firmly denied this during the conference call. American Express also told XXXX that they have no control over chargeback refunds and that they do not hold funds from customers.
When the call was over, XXXX repeated to me that the chargeback was debited from XXXX XXXX on XX/XX/XXXX and that AmEx may be withholding those funds from me. I asked her why XXXX XXXX couldn't simply refund me back the charge to my card and she explained that she couldn't because the chargeback funds were already taken from XXXX XXXX from Amex.
She said there is nothing else she could do.

Trouble closing card
Complaint: I was using the American Express Blueburd card. On XX/XX/2019, at XXXX XXXX, I got my daily balance stating I had a negative dollar balance, which I didn't realize was possible since the last place the card was used was at XXXX, where I swiped the card, and the remaining balance was removed, and I paid cash for what was left. XX/XX/2019, I received an email staring that my account had been frozen, because they reviewed my account and believe that I violated the terms and conditions, a refund check would be sent out, and if I had any further questions, I could write a letter and send it to a po box in GA. On XX/XX/2019 a refund had been issued to my account bringing my balance to {$100.00}. Every day at XXXX, I still get a balance text telling me this XXXX is in my account. When I call, the automated system tells me my account is permanently suspended, and then hangs up, and I get an email identical to the original email. I wrote a letter, and have received bo response.

Complaint: I would like to report American Express for charging excessive fees on my account.
I was enrolled in XXXX and charged a {$14.00} monthly fee. In XX/XX/2018 I missed a payment while traveling for work and American Express charged me a {$38.00} late fee ( more than double the balance on the credit card ). I continued traveling for work and missed additional monthly payments.
This continued until XX/XX/2018 upon which I called American Express to cancel my credit card. During the call American Express didn't share with me that I would continue to be charged even after canceling the card. So XXXX continued to charge me $ XXXX/ month and I thought I had canceled the card so didn't think to look for the bill. So Amex continued charging me late fees. In total I was charged {$260.00} on {$100.00} over 7 months.
It seems unfair that Amex would charge me more than my balance and knowingly keep charging me without explaining how to stop the cycle. Clearly not looking out for the consumer.
This has since affected my credit score and likely my ability to get a good rate on a mortgage.

I never got any provisional credit and never got any calls back. Every time I would contact American Express they would not give me a definite answer and just kept going in circles.
Finally they sent me a claim denial and would not provide a reason. Instead they said I needed to request in writing for a copy of reason used to come to this conclusion. I sent them a written request and got a response back that they did not have any information to provide.
I have gone in circles and my fraud claim remains unresolved without any reason.

Complaint: I deposited a check in the amount of XXXX via Bluebird mobile app today, XXXX. I chose money in ten days as a processing time instead of money in minutes for a fee. The transaction ID is XXXX. The available date of funds shows as XX/XX/XXXX, which is months away, not ten days. I brought this to the attention of a rep with Bluebird, he told me to disregard it and I can cancel it if I want to since it is in pending status, which I do not believe is an option. There is no such cancel option showing on web-site or mobile app. From past experience, Bluebird reps have given me varying different reasons for technical errors such as this, all have turned out to be bogus. Case in point, I have attempted to add a debit card which I had on my account prior, except it is a new card number. I received an error message which stated service unavailable, I believe. I called customer service numerous times, was given different reasons for error and they all turned out to be incorrect. I request Bluebird look into this error and correct it.

Complaint: On XX/XX/XXXX I connected with a CSR from American Express to inquire about a free night certificate I was supposed to receive after my anniversary date. My annual fee was charged on XX/XX/XXXX of {$95.00}. I contacted the CSR in XXXX to ask when I would be receiving the free night. The customer service rep said, in text through the amex chat feature, that I would receive my free night award no later than XX/XX/XXXX. It is now XX/XX/XXXX of XXXX and I still do not have the free night in my account. I contacted another CSR today, XX/XX/XXXX, and was told that I would not be receiving a free night certificate until after my XXXX anniversary. This is not acceptable and not what I was told. Complaint: I have several times disputed ( with American Express, aka Amex, online ) unauthorized charges for unordered items from XXXX billed to me in XX/XX/2018. These charges appeared on my American Express account, but not on my XXXX account. How could that legitimately be?
These disputes have not been taken seriously, and in fact, the unauthorized charges were reposted to my account the very next day after the dispute was filed. By way of response, American Express reported to me that XXXX had claimed to it that I or someone in my household had ordered these unwanted items. That statement is false. Then the disputes themselves disappeared from my online American Express account, and I never heard anything more about them.
I paid my Amex bill in full, in order to protect my credit score, but of course I still want a refund. I have the unordered items and would be happy to return them to XXXX, but they do not appear on my XXXX account, and so I have no order number for them. It turns out that ( although it is easy to return items to XXXX if one has an order number ) it is virtually impossible to return an item if one does not have an order number.
I sent a demand letter to American Express insisting that the charges be reversed, but have received no response.

Complaint: I bought airline tickets on XXXX in 2018. During the purchase, a promotional screen appeared that offered me a credit card, which has a bonus miles benefit as well as a {$250.00} statement credit for " qualifying '' purchases.
Here are the " qualifying '' purchases on Delta 's website for a similar {$50.00} statement credit program on the same card : One statement credit for {$50.00} will be issued to your Card account after a Delta purchase is charged to your Gold Delta SkyMiles Credit Card within your first 3 months of Card Membership, starting from the date your account is approved. In rare instances, your period to make your first Delta purchase may be shorter than 3 months if there is a delay in receiving your Card. Also, purchases may fall outside of the 3 month period in some cases, such as a delay in merchants submitting transactions to us or if the purchase date differs from the date you made the transaction. ( For example, if you buy goods online, the purchase date may be the date the goods are shipped ). So my plan was to be in flight wifi in advance, directly through Delta. Please confirm that the will act as a qualifier for my statement credit '' Here is the reply from Delta : Hello, XXXX. If you have the Gold Delta SkyMiles Credit Card by American Express you are good to go because you get your statement credit after making ANY FIRST PURCHASE on your new Card. ( 1/2 ) *TAC When I questioned why my statement credit was not yet paid, the agent responded by saying that the purchase was through a third party, XXXX XXXX even though it was bought through Delta and that I specifically asked them if this scenario would work, which they confirmed it will.

Complaint: I applied for the American Express Gold Delta Skymiles card on XX/XX/XXXX. The offer was to earn XXXX Bonus Miles after spending {$3000.00} in purchases within the first four months.
I spent on the card well over {$3000.00} in the first month after receiving the card. I did not receive the XXXX Bonus Miles in the first statement from Amex. I called on XX/XX/XXXX and I was assured by Amex rep that the XXXX Bonus Miles will appear in the next billing statement ( please refer to phone recording ). Of course that did not happen.
I called again Amex on XX/XX/XXXX and spoke with XXXX ( or XXXX ) who opened a case file # XXXX and was told to wait six to eight weeks. I waited ... and waited and finally called back on XX/XX/XXXX ( after about FOURTEEN weeks ) to inquire about the missing XXXX Bonus Sky Miles again. It was obvious from the initial rep that I was to be given the runaround again with the mantra " I placed a note in your file to look into this ''. I asked to speak to a supervisor. I spoke to XXXX ID:XXXX and became obvious to me that he wanted to get rid of me and even told me FALSE information that they had nothing to do with this as XXXX XXXX is responsible to give the miles ... which is absurd, if not laughable. Of course XXXX 's supervisor was busy. Again, I was told that someone will look into it ... .Fourteen weeks is not enough?
If this is not bait and switch I don't know what is.
If not resolved, my next step is to write my Congressman, file a small claims court case and write to the American Express CEO.
