Card company isn't resolving a dispute about a purchase or transfer
Complaint: In XX/XX/2018 someone claiming to be an agent of XXXX XXXX bilked me of nearly {$500.00} via American Express prepaid cards. Details are in the attached correspondence with American Express. Instead of getting down to work and identifying the merchant whose account was credited, American Express keeps sending me stupid unsigned letters asking me to go through their telephone XXXX, although I have several times told them I will not do that. If they want to talk to me by phone they can use my home telephone number, which they know. They also talk about using email, but they have my email address. Someone in the fraud office of American express is doing nothing about the case except sending stupid letters. This has been going on for over a month.

Complaint: My bank account was attacked by fraudsters on XX/XX/XXXX using detail only available on an idle Serve account. When I called to cancel my account and request a complaint be filed for data breech, the customer service agent did not know how to address my concern. Instead, he made me repeat my request several times, then transferred me to another line, which kept me on hold for several minutes. I disconnected after more than a a five-minute hold time.

Complaint: I have had another instance of this company conspiring with a merchant and holding funds. The first time, I had made a purchase from XXXX company, in which they delayed in giving me my refund. They swore up and down it was AMEX Bluebird fault, I was on them hot and hard about my refund, and they convinced AMEX Bluebird to give me a provisional credit, until they could get the funds to them. The XXXX rep called me back and told me my refund was coming, told me my account information which she should have not had, and they talked with AMEX Bluebird behind my back conspiring to get credit for a refund that they should have sent. I was XXXX, I left the AMEX BB open, but moved my direct deposit, and essentially stopped using the card, but left the account open. I had a dispute with a Merchant on XXXX, dating from XX/XX/2018. I finally got my refund for that item, and XXXX told me it would be five business days, I just happen to look today, and it was posted to my account, but then AMEX put it on hold saying the merchant is saying do not release it until XX/XX/2018. I feel like they are yet again conspiring against me as a customer.

Complaint: Application was submitted for me and an additional card holder, card was approved however American Express has failed to complete my request citing no information as to why I am unable to add an additional card holder to MY account. I called customer service several times and was told it was a glitch in their system or an uncompleted part of the application, was asked to provide my additional card holder information including date of birth and SSN number. SSN number should not be required to add an additional card holder to an account which no other bank does. I have repeatedly told American express that due to their failure to abide by this request that I do not want the account and would like it to be scrapped from my credit report and closed immediately. As a retention method the CSR put in a second request saying there should not be a reason why their new accounts team can not process the additional card. I have received my card in the mail via XXXX track # XXXX XXXX XXXX XXXX XXXX XXXX. The new card has been sent back via USPS 3 day priority mail.

Complaint: On XX/XX/XXXX, I checked my card account with American Express. I noticed that they had lowered my credit limit from {$11000.00} to {$3800.00}, and I was confused as to why. When I called in, I spoke to a XXXX who then transferred me to XXXX. When I spoke with XXXX, he then read a script saying that they checked my credit report with XXXX and reevaluated my relationship. Based upon what they found, they decided that it was best to lower my credit limit. I expressed to XXXX that I had several problems with this. First, my account with them has NEVER been late. I have been a member since XXXX, and I have never missed a payment on any of my accounts. Second, my credit is excellent and my income is also great. I also find it very odd that they decided to do this after they denied me for another credit card ( I submitted an application four days ago for it ). I almost feel as if I am being punished for asking for an additional card, even though I have excellent history with them. This situation is humiliating and as a result of them lowering my available credit line, it looks as if I am maxing out my credit cards with them which will impact my credit score negatively. There has to be some type of protection for someone in my situation, and the representative was not helpful. I am trying to purchase another home next year, and I feel that this will impact my ability to qualify.

Complaint: I have multiple, recurring issues with AmEx that suggest a pervasive pattern of fraud or misconduct that surely impacts many consumers. In XX/XX/XXXX, I donated points to a charity. It took 20 HOURS of contacts over four+ months before the checks were finally sent to the charity. Last month, I donated points again -- - three sets on the same date ( XX/XX/XXXX ) ; the charity received the check for the first donation but is still waiting for the other two checks. Last XXXX, I purchased an item on XXXX. I refused delivery when it arrived missing pieces. The Seller agreed to provide a full refund. AmEx credited the full amount. However, six months later, it charged my account claiming the Seller had challenged by dispute and billed me again. To my knowledge, I am still due a refund of that subsequent charge. In XX/XX/XXXX, I purchased a guitar for {$1600.00}. The guitar started twanging so I returned it. I did not hear from the Seller for two weeks, so I filed a dispute and received a credit for the full {$1600.00}. However, every month since then, I have been recharged {$1600.00}, and I have to spend hours redisputing the charge. To date, the amount has been charged three times and credited three times. Last week, my payment-due increased dramatically. I scoured my XXXX statement but could not find how the amount was calculated. I charged {$3300.00} and received credits of {$2400.00} I do have a pay-over-time balance, so my payment due included {$360.00} in interest plus 1 % of that PIT balance. AmEx is demanding {$5000.00} plus the {$360.00}, which is exactly {$1600.00} more than my actual charges of {$3300.00}. I spent -- - literally -- - four hours chatting with AmEx. Fortunately, I copied and pasted some of the conversations, because some of them got deleted when I got booted and had to re-log onto AmEx 's chat. I don't know what scams these are, but AmEx refused to address the {$1600.00} charge. Its rep said over and over that I needed a " new reason '' to dispute the charge other than that I bought a defective item, returned it to the seller with his agreement, and am still charged. He also insisted that AmEx is " just the mediator '' in disputes but that I have no recourse at all if the seller challenges my dispute. The seller, on the other hand, emailed that AmEx had withdrawn the full {$1600.00} PLUS fees from his account back in XX/XX/XXXX. He did not challenge my dispute at all! This is too pervasive to be unique to me ... and it crosses several categories of possible consumer fraud. How many points are donated to charities but AmEx never delivers those checks??? How many consumers are charged again and again for items such as the {$1600.00} charge? And when the statement clearly fails to substantiate the additional charge, what recourse do consumers have to defend against abuses such s this?

Complaint: I made a prepaid online reservation and paid it in full on XX/XX/XXXX for a 7-day car rental from XXXX rent a car, in the amount of XXXX XXXX ( {$100.00} ), with my American Express card ending in XXXX. I picked up the car on XX/XX/XXXX. On XX/XX/XXXX I checked whether I could extend the rental at the same daily rate for 5 additional days. I got positive confirmation from the rental car location and thus returned the car on XX/XX/XXXX, totaling a 12-day rental. Upon returning the car on XX/XX/XXXX, XXXX rent a car issued a Final Receipt/Bill in the amount of XXXX XXXX ( {$17.00} ), which was charged to my American Express card. I just thought it had been an oversight from XXXX and at some point I would get an additional charge in the amount of XXXX XXXX to complete the XXXX XXXX charge due to the 5-day extension at a XXXX XXXX/day rate. However, on XX/XX/XXXX, several days after returning the car, I noticed XXXX made an additional charge on my credit card in the amount of XXXX XXXX ( {$210.00} ), which represented an overcharge of XXXX XXXX ( {$140.00} ) compared to the XXXX XXXX charge I was expecting. I then inquired about the charge directly with the merchant on the phone ( XX/XX/XXXX, XX/XX/XXXX, XX/XX/XXXX ) and by email on XX/XX/XXXX. Additionally, I disputed the charge with Amex on XX/XX/XXXX. The merchant refused to provide me with an explanation for the additional charges ; instead, they claimed they would provide the supporting documentation to XXXX as I had disputed the charge. XXXX ruled in favor of the merchant stating that they had provided additional, adequate supporting documentation for the XXXX XXXX ( {$210.00} ) charge. XXXX shared with me such documentation for my review : ( i ) Signed Rental Agreement RA XXXX, ( ii ) Final Breakdown and Explanation of charges. Upon reviewing the provided documentation, I found that in document ( ii ) Final Breakdown and Explanation of charges, the merchant had listed Additional Products ( Road Safety Net and Travel Partner services ) as Optional Extras in the amount of XXXX XXXX that were completely unknown to me ; I had actually not requested nor signed up for those Optional Extras. Please note in document ( i ) Signed Rental Agreement RA XXXX that the only Optional Extra I signed up for was the Prepaid Fuel Up Front option in the amount of XXXX XXXX that was later canceled as I returned the car full of gas. I had to reopen the dispute multiple times on XX/XX/XXXX, XX/XX/XXXX, and XX/XX/XXXX due to Amexs mishandling of the investigation. In all of these cases, Amex was merely closing the dispute over and over again without replying adequately to my request to receive documentation from the merchant substantiating I had agreed to Road Safety Net and Travel Partner services as Optional Extras. Please note rental car companies include XXXXwo sections in their Rental Agreements : ( i ) itemization of services and charges the customer has signed up for ( ii ) terms and conditions Although ( ii ) terms and conditions specify that the customer is liable for the charges he/she has agreed to during the rental period, the merchant must itemize and collect the customers consent ( signature ) to each of the services the customer has signed up for, completing ( i ) itemization of agreed services and charges, to show exactly what services and at what rate the customer has agreed to. Document ( ii ) terms and conditions on a standalone basis is inadequate ; the merchant needs to specify each of the services and rates both parties had agreed to in document ( i ) itemization of agreed services and charges ; otherwise, the merchant would have green light to fabricate / add additional services to the final bill without the consumers consent, which is unacceptable. Please note in Rental Agreement RA XXXX , Road Safety Net and Travel Partner services do not show up in the ( i ) itemization of agreed services and charges. Therefore, the XXXX XXXX charge due to Road Safety Net and Travel Partner services should be removed. After speaking with an Amexs agent on XX/XX/XXXX, I redisputed the charge in the amount of {$140.00} ( XXXX XXXX = XXXX XXXX for Optional Extras I did not sign up for and XXXX XXXX I had already been charged for on XX/XX/XXXX ). The dispute was filed with code XXXX. I had no alternative but to file this complaint to the CFPB so that my dispute is properly handled and escalated to Amexs Executive Team. Despite my dissatisfaction with Amexs handling of my dispute, I had kept my trust and extended my business with them ; today I upgraded this credit card account ending in XXXX to Amexs Platinum card and I opened a new credit card account last month. I am a committed customer to Amex since XXXX. I hope Amexs Executive Team eventually does the right thing and adjusts my credit card account by issuing a credit in the amount of {$140.00}. Complaint: To whom it may concern, For context, earlier this year, American Express apparently purchased the XXXX XXXX branded credit card portfolio from XXXX. I have had a XXXX XXXX XXXX card since XXXX. The account had a spending limit of {$18000.00}. Ive always maintained a low to XXXX balance on that card, enrolled the card into auto-pay immediately upon receipt, and have never been delinquent in making a payment. I have had American Express cards, first as a co-applicant, and subsequently as primary card owner since XXXX. I average {$3000.00} to {$7000.00} spending across those accounts monthly. I enrolled the card into auto-pay immediately upon receipt, and have never been delinquent in making a payment. On XX/XX/XXXX, I called American Express customer support to check my available authorized spending limit. I was considering using my American Express Premier Rewards Gold Card to pay my tax bill ( approximately {$100000.00} ). I spent approximately 45 minutes on hold as I was bounced from department to department, the entire time I was told that they were looking into the request. Finally, I arrived at what seemed to be a collections department. They told me that I had an outstanding balance that needed to be reconciled before they could answer my original question. This obviously came as a huge surprise to me. They explained that it was related to the XXXX account that they just acquired, that my auto-pay from XXXX didnt transfer with the account and that the auto-pay for all of my other accounts didnt cover this account. Not thinking anything of the matter, I explained that the account was not visible to me within the dashboard and instructed the representative to pay the entire amount outstanding - {$110.00}. I asked when the account would become visible to me and received no useful information on the matter. I was told that with the payment of the amount due, I would indeed be able to pay my tax bill using my Gold Premier Card. I ended the call with the assumption that soon the card would show up in my normal American Express dashboard, with my other accounts. It never did. On XX/XX/XXXX, I checked my credit health status using XXXX XXXX. I saw that my credit score had recently plummeted. The reason given was that American Express was reporting a payment delinquency of 30+ days in the amount of {$1.00}. I immediately called American Express to understand what was going on. Again, I was placed on hold for over a half an hour as I was transferred from department to department in an attempt to find someone who could help me. Again, I ended up with a representative focused on collecting the outstanding amount - of {$1.00}. I was told that an error was made by the representative that I spoke to in XXXX and that once the outstanding balance was paid, I would be put in touch with someone who would be able to correct the issue with my credit report. I paid my outstanding {$1.00} and was placed on hold again while someone who would help me was searched for. Eventually, someone picked up - it was the last customer service rep that Id spoken to. I was told that my call was routed back to her and she was going to place me on hold. At this point, the entire call time was nearing one hour. I asked if they could simply call me back later in the day. The customer service representative confirmed my number and asked me for a good time that they could call me. We agreed on XXXX that XXXX. I never received a call. I called back the next morning - now quite frustrated. I explained the issue again. I was again put on hold for a significant amount of time while they searched, once again, for someone to help me. Finally, I told the representative to simply cancel the card and fix the credit report. I was told that I would again have to be transferred to another department and to hold, please. I told her that was unacceptable and asked to speak to a supervisor. She told me that she would connect me to a supervisor, but instead transferred me to the other department. When the receiving department picked up the phone after many more minutes on hold, they finally canceled the card for me. The representative then told me that he apologized for the mistake, but there was nothing that they could do. He offered to give me the credit bureau phone numbers to initiate a dispute. We spoke for several more minutes after I told him this was unacceptable and that I expected the report to be corrected without further action on my behalf. He said that he could put me on hold and look into it. At that point, I simply hung up. Ive now had to open disputes with the three bureaus as well as defer the purchase of a much needed new vehicle for my wife as my credit score has gone from excellent to good status and any new credit accounts opened until this is corrected will cost my family thousands of dollars in additional interest fees. Additionally, the closure of an account with almost a {$20000.00} credit limit will factor into my overall score, causing future pain. American Express does not seem to care about proactively righting their wrong no matter the damage that it has caused me. I have invested many hours of my own time now - on the phone, filing disputes, writing this letter - in an attempt to clean up their mess. The inconvenience and stress caused to my family by their mishandling of this situation is unacceptable.
