Complaint: This complaint centers around the way that some debt collection agencies practice their trade by willfully ignoring current laws. Fair Collections & Outsourcing in attempting to collect a debt for XXXX XXXX XXXX XXXX, did break a few laws without question.All of the problems stem from what was reported to credit reporting agencies. Not on any matter of how they interacted with me outside of their duties as a " furnisher '' of information. For some context and background ; I was a student of XXXX XXXX in XX/XX/XXXX. I became totally XXXX, and my condition at that time began to worsen so I dropped out of school. I began to receive debt notices from XXXX XXXX which I could not afford to pay. I began to look into filing for student debt forgiveness due to permanent XXXX. I completed the paperwork and was notified I would be monitored for three years and after that, if my status didn't change, my student debts would be canceled. I did this. At the end of XX/XX/XXXX, I received a copy of my credit report from XXXX. Under the heading COLLECTIONS was information from Fair Collections & Outsourcing stating I owed XXXX XXXX {$2100.00}. On XX/XX/XXXX, I promptly disputed this online with XXXX. In the meantime, I contacted XXXX the administer of my student debt cancellation. I also had multiple email contacts with the XXXX XXXX Bursar, XX/XX/XXXX, XX/XX/XXXX, XX/XX/XXXX. This is when I learned the debt was not for loans or regular student debt, it was XXXX XXXX collecting money they lost when loans, grants etc. were canceled. Money that had nothing to do with XXXX. Ironically on XX/XX/XXXX, I was contacted by XXXX stating that Fair Collections & Outsourcing had certified the debt as accurate and the debt would remain on my credit report. That same day I received the last email from XXXX XXXX confirming the date of my withdrawal as XX/XX/XXXX. The debt was due on that date. The bursar also submitted a one-page breakdown of the funds showing why XXXX XXXX was collecting the {$2100.00}. This form was the same one given to Fair Collections & Outsourcing on XX/XX/XXXX. This proved that the debt was time-barred from being furnished to credit reporting agencies. By admission from XXXX XXXX, Fair Collections & Outsourcing was given documentation showing when debt became past due ( delinquent ) and how long it could be legally reported. That time limit was up in XX/XX/XXXX. Since XX/XX/XXXX multiple times Fair Collections & Outsourcing illegally and knowingly certified information to credit bureaus. On XX/XX/XXXX, I mailed another dispute to XXXX. At that time I provided a copy of the last email from the XXXX XXXX Bursar and the breakdown of the debt form. I received no response from XXXX but the collections account has been removed for the month of XX/XX/XXXX. I also received a copy of my XXXX credit report on XX/XX/XXXX. Under Collections was the Fair Collections & Outsourcing information which states : debt assigned XX/XX/XXXX date of 1st delinquency XX/XX/XXXX amount {$2100.00} unpaid Collection reported XX/XX/XXXX notation ADDITIONAL INFORMATION Consumer Disputes This Account Information. We already know that the original creditor, XXXX XXXX, has certified the due date as XX/XX/XXXX so thirty days overdue would be XX/XX/XXXX, NOT XX/XX/XXXX as Fair Collections & Outsourcing reported. We also know that if XXXX XXXX had not provided all of that to Fair Collections in the beginning ( which seems very unlikely ) proof has been submitted that the financial breakdown was submitted to Fair Collections on XX/XX/XXXX. So, yes, knowingly they submitted information as a furnisher to multiple credit reporting agencies, multiple times, the information they knew or should have known was illegal to be reported. I am sending the following proof with this complaint : 1. Proof of submitting online dispute to XXXX 2. Emails from XXXX XXXX Bursar and breakdown of debt. 3. XXXX stating that Fair Collections say that the information was accurate and it would remain on my credit report. 4. Mailed second dispute to XXXX with copy of email from XXXX XXXX and breakdown of debt. 5. Copy of page from XXXX showing information provided by Fair Collections on my credit report on XX/XX/XXXX, a copy of credit report dated XX/XX/XXXX where the Fair Collections & Outsourcing information was removed.. 6. Complaint: I am writing about the collection company FCO : Fair Collections & Outsourcing Inc. XXXX XXXX XXXX XXXX XXXX, MD XXXX ( XXXX ) XXXX I have asked for formal Validation of debt in which that they have not complied with. The so called debt with withdrawn in XXXX XXXX New York Court. The case was dismissed when the original creditor XXXX XXXX withdrew the case and no judgement or lien was awarded at all. I went to the county clerks title department and they confirmed their is no legal authority to collect this debt as it marked as disposed. They are refusing to remove this from my credit file and my fiances credit file which is preventing us from obtaining a home for us and our XXXX children ( ages XXXX ) Please help me as you are our last hope. We can not have any disputes on her credit file per the mortgage lenders as well. Sincerely

Complaint: I received a notification from FCO on XX/XX/XXXX, stating that I owed their agency in excess of {$3500.00} for an apartment I rented in XXXX, XXXX. It should be noted that this alleged debt started showing up on all three of my credit reports in XX/XX/XXXX, without any prior notification from FCO or the apartment complex. I submitted a letter to FCO dated XX/XX/XXXX ( certified/signature required/receipt ) requesting verification of the alleged debt. They provided me with a lease agreement that was signed by a different/unknown individual and a ledger. I submitted a second letter to FCO dated XX/XX/XXXX ( certified/signature required/receipt ), advising FCO that they had failed to provide sufficient verification of the alleged debt. It should be noted that FCO claimed ( on behalf of the apartment complex ) that I had not provided sufficient notice that I was vacating my apartment, which I had in writing. Further, I provided them with the fact that Kentucky Landlord-Tenant laws supersede ( XXXX Chapter 383, " If a lease expires on a specified date, no notice is required, it simply expires. '' My lease agreement expired on XX/XX/XXXX, and I had vacated the premises prior to that date. FCO has failed to respond to my second letter which was received by FCO more 60 days ago.

Complaint: I lived in the XXXX XXXX in XXXX, Texas from XX/XX/XXXX until XX/XX/XXXX, during which time I came into personal conflict with a member of the office staff who made lewd comments about other customers and took offense when I objected to his disparaging treatment. After we moved out, I paid a maid service to clean the apartment from top to bottom, and we left the unit in better condition than we found it. A receipt for the cleaning was produced at that time, however they insist that it is not in our file. Amazingly, nearly six months later I received notice that we owe {$1400.00} for cleaning the apartment unit. I regard this charge to be outright fraud. My wife and I have excellent rental history and good relationships with our landlords. We left this apartment smelling of bleach and Pine-sol. The XXXX XXXX employee I was in conflict with laughed at me when I called the office to discuss these fraudulent charges, and told me it was " tough XXXX '' and that I'd have to pay up or I would " never be able to rent in XXXX again. '' Thankfully, this threatening comment was not true, but their fraudulent charges remain on my credit report despite numerous disputes filed with all the reporting agencies.

Complaint: XX/XX/XXXX - I was informed by an apartment complex that I was applying to that my apartment application was denied due to CoreLogic reporting that Fair Collections and Outsourcing collections agency has listed me as owing them over 3,000 $ in outstanding debt. XX/XX/XXXX - After calling Fair Collections and Outsourcing four times, they have informed me that my social security number is listed in their system as being connected to someone elses name and birthday. I informed them that that is incorrect and that is my correct social security number, and no one elses. The company told me there is nothing I can do to verify this and they will not tell me any way to fix the situation or give me the information of the organization who sold this debt to them as being connected to my social security number. They told me it is possible that someone else has my same social ( which is impossible, and also untrue - i called the social security agency and verified myself. ) They constantly interrupted and raised their voices to me, even after asking to speak with a supervisor. This is causing me to lose an apartment when I am supposed to be moving across Texas in 5 days. I have filed a formal identity theft report with the FTC and yet still, FCO refuses to give me information such as the name of the company stating that I owe them this debt. I also would like to note that this debt is not present on any of my 3 credit reports, further showing that it is not my debt.

This is a violation, accounts was removed Fair Collection and XXXX # XXXX Creditor has not provided any proof or contracts bearing my signature but after 2 disputes, the credit bureaus are still reporting inaccurate information. This account was removed from XXXX. XXXX XXXX # XXXX Account was recently added, with terms but I have never had a contract to have terms or a payment status reported.

Complaint: Have filed complaint twice now. This will be third. They have violated FDCPA law which stated they must contact me within 5 days with written proof of debt after initial contact. Which was when they sent this to collection which was either on XX/XX/XXXX and they have sent me a pdf of a letter they claim they sent that I never received with a date on it as XX/XX/XXXX and obtained the debt XX/XX/XXXX according to them and started reporting in XX/XX/XXXX and all this without proof. The date that shows on the credit report curious enough is XX/XX/XXXX. They claim they have no control over what the credit bureaus report but I see no reason as to why the credit bureaus would report it before they even sent thethe debt in question to collection or how they wouldn't have control since it is refreshed by them every month.

As I stated before this account was deleted from XXXX as unverified but still remains on XXXX and XXXX from your company. As a result from the last dispute you sent me a document with a name and a balance which is unacceptable! As I mentioned this account is unknown to me please send me a signed document with my signature on it as validation. If documents can not be provided I will take legal action for all unverified accounts! Like I stated before I've been contacting your company numerous of times about this account and still all of the above was unverified or validated.
