Complaint: I have spoken with and sent letters and a certified letter to American Express ( see attached ) to stope calling from spoof numbers and hanging up. I explained that I called the numbers back and was informed by the representative that it is American Express and an attempt to collect a debt. Today, Saturday, XX/XX/2019, I called and spoke with another representative of American Express collections department ( XXXX XXXX XXXX ) and informed him that I was recording the phone call and that I am requesting the discontinuance of the harassing phone calls in an attempt to collect a debt. I also informed him that I have called and sent certified letters in the past. The representative stated that he would put in a request to stop calling and only send letters ( I have heard this before ).

Complaint: Reference code : XXXX XXXX was contacted around XX/XX/XXXX to dispute multiple transactions ALONG with another card what was opened without my knowledge. I had assumed the card was closed in good stadning as I was a reliable customer of theirs since around XX/XX/XXXX and had 0 late payments on my record with them. Upon further investigation of my credit report, it showed that american express had sent the card to collections. Around mid XX/XX/XXXX, I had called American Express in regards to this discrepancy and was told that a fraud investigation would commence without delay as long as I send a letter in writing stating my case. According to Amex, they initially closed this dispute because it was filed under " opened not on my behalf '' instead of " disputed transactions and use by someone other than myself. '' I had sent the letter to American Express Fraud Services on XX/XX/XXXX. On XX/XX/XXXX I was sent a letter by Amex stating the investigation has been closed because not enough information was provided. The letter also stated they had tried to contact me multiple times however this was not true in the slightest. I am always open to communication and cooperation. Reference code : XXXX The card had not been used since XX/XX/XXXX however charges kept appearing.The card was in my possession so it must have been stolen in a more sophisticated manner. The charges were apparently never resolved and I had asked for the card to be closed multiple times.

Complaint: I have been in a dispute with American Express since XX/XX/2016 I went to use the card at an XXXX for about {$2000.00}. Although the card was up to date in payments, and the charge would not have put me over the credit limit, the card was declined. I used another card to purchase the material and later, received a text message from American Express asking if I used my card. This was after I had left the store. About two hours later, I received a message on my lap top, then about five hours after the denial, I received a prerecorded call. When I tried to contact American Express Customer Service I was routed to outsourced employees in XXXX. They did not have access to records that I needed for them to solve the situation. I was told that redialing the customer service may get me to an American Customer service representative because they had more access to the needed information.I was told by the outsourced customer representation that it was like " the lottery '' to get an American representative and he could not connect me internally. I then choose to correspond with the CEO of American Express. Each month I would send my payment attached to a letter. I would send these through the postal service Return receipt and certified mail to ensure the mailing an payment was received, Each letter included a check for payment and the amount of money owed, according to my calculations, although the receipts showed that the letter was received by American Express before the due date, the company intentionally held the check so that they could charge the {$27.00}, or {$37.00} late fee. This holding of the payment also had a negative effect on my credit score. American Express has several people contact me by phone and had one representative who promised to work with me to settle the matter. She made one call to me and I could never speak to her when I called. Therefore, I continued to send the payments through the mail to the Corporate Headquarters. This has continued and each letter shows my disputed amount. American Express has credited my account about {$500.00} and stated they were in error on parts but we are about {$1000.00} apart on what is currently owed. American Express has never replied on charges that I claimed were not made by me. Recently, while American Express had a {$150.00} payment of mine, they had their collections department contact a neighbor of mine who lives at the same address in a separate apartment. The representative asked for my number and told the neighbor that they were attempting to collect a debt. This person is not on my contact information that American Express has, nor is she related to me in any way. The person who made the call was contacted by me and told me he had every right to contact the person to collect a debt. He refused to let me speak to his supervisor, he did give me his employee number. I sent this information to American Express Corporate Headquarters though the U.S. postal service Express Mail. The return receipt indicate that it was received the Monday following the incident. No reply from the corporation has happened. Currently, I am drafting another correspondence to the Corporate Headquarters that I will send with this letter as an attachment.

I also opened a credit card with XXXX XXXX XXXX on XX/XX/XXXX ( card ending in XXXX ), which went into collections and resulted in a debt collection lawsuit being filed against me in XX/XX/XXXX ( XXXX County Municipal Court case number CVF XXXX ). I settled both cases that year and I have since paid the debts off completely. However, American Express and XXXX XXXX XXXX both continue to report these accounts negatively. The negative reporting is driving my credit score down and I need the information to be updated with the CRAs to reflect that these disputes have been settled and paid in full.

Complaint: I had an American Express prepaid card for years. They sent me a letter stating they closed it in XXXX for no apparent reason, just a generic article that they can close it for any reason. I still had over {$130.00} of my own money on the card. When I call with my number it says your account is closed and hangs up. When I call from my sons number the rep says a check has been sent and the account is closed and can't tell me why or where the check is. I just want my money back. I also sent a letter to them in XXXX and still have not received a letter, email, check or any kind of response.

Complaint: On XX/XX/2019 I received an email stating that they were closing my account for some section D 22 violation. When I tried to call the company I wasn't allowed to get on my account to talk to anybody I couldn't get past the menu to even pursue help. I then called American Express they transferred me I was speaking to a gal she hung up on me. I called back several times got the same treatment that I had done something wrong. I finally got a hold of someone in the company to discuss what section d-22 is and what violation is it they would not tell me what it was my whole paycheck was deposited on XX/XX/2019 I asked them to please at least give me half of what is on my card so I can feed my children and pay my bills they refused to give me any money and I had to wait for 14 days I hung up I called back again same thing I'm trying to get my paycheck for two reasons feed my kids pay my bills and to get my son 's ashes so I could lay him to rest and this company is not telling me what vile this violation is won't discuss anything with me and tell me there's nothing they can do for me that is my paycheck they're withholding from me they're holding it hostage why I get my electricity turned off I am unable to pay my bills and feed my children very unfair I work hard for the money I get and for them to take it from me so I can not provide for my family is not okay

Complaint: I tried to redeem my American Express Membership Rewards points today,XX/XX/2019, but the system didnt allow me to do so. I called the customer service to inquire about this issue and after 30 minutes of being put on hold and transferred to different departments, I was finally told that my account is currently under review and that I cant redeem my points until this process ( Which doesn't have a timeline ) is completed. When I questioned the representative about what triggered this review, she said : it is because of the XXXX Membership Rewards points Referral bonus you received on XX/XX/2019. It is very deceitful that American Express encourages us to refer our friends and family, they advertise this on their website and send us promotional emails to invite people to apply to American Express Cards in return of a Referral Bonus and when we do, they freeze our membership rewards accounts. From what I read online about other customers experiences, this seems to be a very common complaint about American Express.

Complaint: Purchased of {$15000.00} to XXXX XXXX on XX/XX/XXXX with an American Express Card. The FTC has filed suit in Federal court and shut down XXXX XXXX and all of their phony affiliates on XX/XX/XXXX, due to fraudulent practices, resulting in an interruption of services for the service we purchased. XXXX XXXX violated the Federal Credit Billing Act codified 15 U.S.C section 1601 Truth in Lending Act that protects consumers from unfair billing practices. Many calls to American Express to find a solution to get down APR when I did not know it was a fraudulent practices. Transfer account to a new credit card with XXXX XXXX XXXX - suggestion of American Express. I call on XX/XX/XXXX to American Express to let know I have this situation of spam and they tell me they can not help at this time, because they do not see the purchased on the computer system.

Complaint: I had an American Express Business Platinum card. I requested to close the account on XX/XX/XXXX. The customer service did not inform me that I would be losing my points. Nobody gave me advice on waiting until the anniversary of my card which is XX/XX/XXXX. After XXXX withdraw my points back without letting me know in advance, I requested to re-open my card which was completed on XX/XX/XXXX. Given my card is active I would like to get my points back. I already paid a full year annual membership fee. I already made more than 13k spent on this card. In their response to my complaint from CFPB they acknowledge that their practices are subpar where they don't acknowledge what happens when you close the account. They don't read a fine print instead they say the customer should know it when they open the account which is 11 months ago in my case. Same old trick of putting things in to fine print and expecting people to remember. How Amex is treating a loyal customer since XXXX is beyond explanation. I like the benefits of the cards and continue to use it. But even though I have been paying my balances full every month and they chose to kick me out from the platform. Today I got another surprise. When I logged on I see all my cards are cancelled, personal and business, total of 4 accounts. Again I called customer service to complain about the cancellation. The person decided to cancel all my cards without reading me any fine-print, without asking me if I approve or not. She went ahead and cancelled all of them because she got XXXX at me. It seems very clear to me that Amex is putting me into a black list and trying to give me a lesson. If Amex is treating a customer since XXXX who has never had a late payment, imagine how it treats other. Thanks, XXXX

Complaint: In XX/XX/2018 I applied for and was approved for an American Express Gold Card. I applied because I was offered XXXX bonus points once I spent {$2000.00} on the card. I also applied because the Cardmember agreement indicated that I would be able to directly place any charge that was over {$100.00} in a XXXX XXXX XXXX account. I also applied because one of thecardmember benefits was a {$100.00} annual airline add on fee ( such as luggage ) redemption credit offered. During my first month of card membership I specifically made purchases anticipating American Express would stand behind the promises it asserted in the agreement. American Express proved not to stand behind its promises, which caused me to default, which caused me to lose all of my points, caused a great amount of unexpected and unjustified fees, caused American Express to close my account and report derogatory remarks on my credit report ( credit report has already been disputed ) 1 ) I attempted numerous times to manage my XXXX XXXX XXXX account. To my dismay, each and every time I tried to access the XXXX XXXX XXXX feature on both the mobile and regular sites, a system error appeared. It turns out i was not not eligible. This was deceptive because the agreement did not explain to me that there would be a chance that I could potentially be ineligible for XXXX XXXX XXXX. XXXX XXXX XXXX is described as a feature of the card, not some special side program for separately qualified individuals. Several items were planned to be moved into XXXX XXXX XXXX, including several XXXX, XXXX, and Airline Ticket charges. At no time would any system allow me to pay any item over time, even though the user agreement clearly describes this feature. 2 ) American Express never honored its promise to apply a {$100.00} credit for airline Add-ons. I specifically put this type of charge on this account anticipating a credit that was not received. 3 ) The bonus points did appear on my statement after spending {$2000.00}, but were unfairly deleted before I could redeem them. Unfortunately, I was not able to pay the entire amount of the first or second bill because I was expecting to be able to pay all of the purchases I made for over {$100.00} Over an extended period of time as promised by American Express. Because I was unable to pay 100 % of my total balance, American Express charged a late fee, defaulted my account, reported derogatory remarks on my credit score, deleted all points before I could redeem anything, and worst of all, cancelled my account. Very upset with American Express, I requested a payment plan, and matters got even worse. I spoke to a representative on XX/XX/2018 and inquired about a payment program. She was very nice and explained how it worked. She signed me up and told me that Amex would consider reopening my account and reinstating the deleted points after I completed the payment plan. I had to make the first payment on that plan by midnight the same day or else my plan would be canceled. I agreed and called them back at around XXXX XXXX to make the payment. The representative informed me that the Payment Plan department has already closed. Totally agitated, I asked to make a regular payment anyway in order to preserve my rights in consideration of the promise I made earlier that day to make a payment before midnight. The next day, despite the fact that I made the payment of {$100.00} as specifically instructed by the first representative, American Express decided not to apply it to my payment plan and instead cancel the payment plan, pretend I never had one in the first place, and worst of all, send a bad report to the credit bureau. A couple weeks later I had the money to pay off the entire balance. I called and made a payment on a XX/XX/XXXX for the full balance. Later that week I decided to call Amex to inquire about the huge amount of lost points and possible reinstatement if my account. Once I called, Amex refused to talk to me at all because my account had apparently gone to XXXX XXXX XXXX. I called XXXX XXXX XXXX and they informed me that Amex had placed my account in collections even though it had a XXXX balance. XXXX then informed me that they could not tell me anything about my account before it was sent over to them, even though Amex refused to talk to me at all. Finally I got in touch with a department in Amex I. Florida that could answer my questions. The representative very rudely informed me that I never had a payment plan and that it was my fault for making the {$100.00} payment as they informed me it would cause the payment plan to cancel. But I apparently never had a payment plan ... Anyway, I am thinking about suing American Express for false advertising, misrepresentations to consumer, theft, I dont know. Can CFPB help? Complaint: I have 3 charges on my American express card, first was made on XX/XX/2018 in the amount of {$2600.00}, then 2 more transactions on XX/XX/XXXX same merchant in the amount {$2600.00} and {$2500.00}. I contacted my manager that was at the time holder of additional card and he advised me that he didnt do this transactions. Then i contacted Amex and made a billing dispute, after XXXX moths Amex sent me something in XXXX claiming that they got prove from another side. I reviewed this documents and noticed that signatures dont match. I called Amex and opened fraud dispute. 3 days later get letter from Amex that their decision stands. I contacted merchant and ask them to provide additional information, after providing to merchant all details of transactions and documents that Amex sent merchant respond was that they have no history or record of said transaction and have to take this with American Express.

Complaint: Summary : I recently applied for a AMEX XXXX XXXX XXXX American Express Luxury Card on XX/XX/XXXX. After completing the requirements of spending {$5000.00} in three months AMEX told me I would receive XXXX XXXX sign up bonus. I did not receive the XXXX point bonus. Below are the details of what AMEX said. To me this is bait and switch. I do not feel companies should be able to operate in this manner especially the banking industry. I feel AMEX should have reviewed my application up front and told me I would not be eligible for the XXXX point sign up bonus vs taking my {$450.00} fee and telling me they will not refund my fee and will not give me my bonus. How do they know I will cancel my card and take the bonus. I have only had my card for 90 days. If I were to cancel after a year then I could understand but not even giving a customer a chance to prove their loyalty does not make sense. On XX/XX/XXXX, I applied for the XXXX-point XXXX XXXX XXXX American Express XXXX card after speaking to an AMEX representative. I was assured by AMEX I would be eligible because I have never had this card before. I told the AMEX representative I had had the XXXX VISA XXXX XXXX XXXX XXXX points in XX/XX/XXXX and AMEX XXXX in XX/XX/XXXX and the XXXX XXXX Rewards Premier Business credit card XXXX in XX/XX/XXXX. I applied online on XX/XX/XXXX and was approved instantly ( there was no warning message during my application I was not eligible ). I called AMEX a couple of weeks after I received my card was assured if I spent $ XXXX in 3 months I would receive XXXX XXXX points. I followed up again approximately 75 days later and was again assured I had met the spend of $ XXXX in 3 months and will receive the sign-up bonus of XXXX XXXX points. At about 100 days I called AMEX for a status and was told by XXXX I have a Welcome offer history and would not be receiving my XXXX bonus and would not explain any details. I asked to speak to a supervisor. The supervisor stated AMEX can deny for any reason in the terms and this is what they exercised. I was told it could be because I abused points or took points and cancelled AMEX cards in the past. I told her I have always try to follow the rules and even called in ahead of time to ask AMEX if I was eligible. I asked appeal and asked for their corporate office address and process to appeal. A few minutes later I called AMEX again in hopes to speak to a supervisor with more information. I spoke a different AMEX supervisor. He was very nice and could not figure out why I was declined either but could only speculate. The only thing he could think of is AMEX and XXXX have recently got together on the XXXX/XXXX merger and are trying to root out churners. He went on to say this is a new policy only in the past couple of months and AMEX is trying to work out the details on how to stop churners. He stated he would file a case on my behalf because he did not think that I should have been denied. He opened case and wrote a summary of our conversation and informed me I should get something in 30 days. He agreed I did everything right and state if I could he would reverse because he did not see any issues.

S 175.05 Falsifying business records in the second degree. A person is guilty of falsifying business records in the second degree when, with intent to defraud, he : 1. Makes or causes a false entry in the business records of an enterprise ; or 2. Alters, erases, obliterates, deletes, removes or destroys a true entry in the business records of an enterprise ; or 3. Omits to make a true entry in the business records of an enterprise in violation of a duty to do so which he knows to be imposed upon him by law or by the nature of his position ; or 4. Prevents the making of a true entry or causes the omission thereof in the business records of an enterprise. Falsifying business records in the second degree is a class A misdemeanor. S 175.10 Falsifying business records in the first degree. A person is guilty of falsifying business records in the first degree when he commits the crime of falsifying business records in the second degree, and when his intent to defraud includes an intent to commit another crime or to aid or conceal the commission thereof. Falsifying business records in the first degree is a class E felony. S 175.15 Falsifying business records ; defense. In any prosecution for falsifying business records, it is an affirmative defense that the defendant was a clerk, bookkeeper or other employee who, without personal benefit, merely executed the orders of his employer or of a superior officer or employee generally authorized to direct his activities. S 175.20 Tampering with public records in the second degree. A person is guilty of tampering with public records in the second degree when, knowing that he does not have the authority of anyone entitled to grant it, he knowingly removes, mutilates, destroys, conceals, makes a false entry in or falsely alters any record or other written instrument filed with, deposited in, or otherwise constituting a record of a public office or public servant. Tampering with public records in the second degree is a Class A misdemeanor. S 175.25 Tampering with public records in the first degree. A person is guilty of tampering with public records in the first degree when, knowing that he does not have the authority of anyone entitled to grant it, and with intent to defraud, he knowingly removes, mutilates, destroys, conceals, makes a false entry in or falsely alters any record or other written instrument filed with, deposited in, or otherwise constituting a record of a public office or public servant. Tampering with public records in the first degree is a class D felony. S 175.30 Offering a false instrument for filing in the second degree. A person is guilty of offering a false instrument for filing in the second degree when, knowing that a written instrument contains a false statement or false information, he offers or presents it to a public office or public servant with the knowledge or belief that it will be filed with, registered or recorded in or otherwise become a part of the records of such public office or public servant. Offering a false instrument for filing in the second degree is a class A misdemeanor. S175.35 Offering a false instrument for filing in the first degree. A person is guilty of offering a false instrument for filing in the first degree when : 1. knowing that a written instrument contains a false statement or false information, and with intent to defraud the state or any political subdivision, public authority or public benefit corporation of the state, he or she offers or presents it to a public office, public servant, public authority or public benefit corporation with the knowledge or belief that it will be filed with, registered or recorded in or otherwise become a part of the records of such public office, public servant, public authority or public benefit corporation ; or 2. ( a ) he or she commits the crime of offering a false instrument for filing in the second degree ; and ( b ) such instrument is a financing statement the contents of which are prescribed by section 9-502 of the uniform commercial code, the collateral asserted to be covered in such statement is the property of a person who is a state or local officer as defined by section two of the public officers law or who otherwise is a judge or justice of the unified court system, such financing statement does not relate to an actual transaction, and he or she filed such financing statement in retaliation for the performance of official duties by such person. Offering a false instrument for filing in the first degree is a class E felony. FEDERAL BANKING CRIMES 18 USC 4 - Misprision of felony Whoever, having knowledge of the actual commission of a felony cognizable by a court of the United States, conceals and does not as soon as possible make known the same to some judge or other person in civil or military authority under the United States, shall be fined under this title or imprisoned not more than three years, or both. 18 USC 225 - Continuing financial crimes enterprise ( a ) Whoever ( 1 ) organizes, manages, or supervises a continuing financial crimes enterprise ; and ( 2 ) receives {>= $1,000,000} or more in gross receipts from such enterprise during any 24-month period, shall be fined not more than {>= $1,000,000} if an individual, or {>= $1,000,000} if an organization, and imprisoned for a term of not less than 10 years and which may be life. ( b ) For purposes of subsection ( a ), the term continuing financial crimes enterprise means a series of violations under section 215, 656, 657, 1005, 1006, 1007, 1014, 1032, or 1344 of this title, or section 1341 or 1343 affecting a financial institution, committed by at least 4 persons acting in concert. 18 USC 215 - Receipt of commissions or gifts for procuring loans ( a ) Whoever ( 1 ) corruptly gives, offers, or promises anything of value to any person, with intent to influence or reward an officer, director, employee, agent, or attorney of a financial institution in connection with any business or transaction of such institution ; or ( 2 ) as an officer, director, employee, agent, or attorney of a financial institution, corruptly solicits or demands for the benefit of any person, or corruptly accepts or agrees to accept, anything of value from any person, intending to be influenced or rewarded in connection with any business or transaction of such institution ; shall be fined not more than {>= $1,000,000} or three times the value of the thing given, offered, promised, solicited, demanded, accepted, or agreed to be accepted, whichever is greater, or imprisoned not more than 30 years, or both, but if the value of the thing given, offered, promised, solicited, demanded, accepted, or agreed to be accepted does not exceed {$1000.00}, shall be fined under this title or imprisoned not more than one year, or both. [ ( b ) Transferred ] ( c ) This section shall not apply to bona fide salary, wages, fees, or other compensation paid, or expenses paid or reimbursed, in the usual course of business. ( d ) Federal agencies with responsibility for regulating a financial institution shall jointly establish such guidelines as are appropriate to assist an officer, director, employee, agent, or attorney of a financial institution to comply with this section. Such agencies shall make such guidelines available to the public. 18 USC 241 - Conspiracy against rights If two or more persons conspire to injure, oppress, threaten, or intimidate any person in any State, Territory, Commonwealth, Possession, or District in the free exercise or enjoyment of any right or privilege secured to him by the Constitution or laws of the United States, or because of his having so exercised the same ; or If two or more persons go in disguise on the highway, or on the premises of another, with intent to prevent or hinder his free exercise or enjoyment of any right or privilege so secured They shall be fined under this title or imprisoned not more than ten years, or both ; and if death results from the acts committed in violation of this section or if such acts include kidnapping or an attempt to kidnap, aggravated sexual abuse or an attempt to commit aggravated sexual abuse, or an attempt to kill, they shall be fined under this title or imprisoned for any term of years or for life, or both, or may be sentenced to death. 18 USC 656 - Theft, embezzlement, or misapplication by bank officer or employee Whoever, being an officer, director, agent or employee of, or connected in any capacity with any Federal Reserve bank, member bank, depository institution holding company, national bank, insured bank, branch or agency of a foreign bank, or organization operating under section 25 orsection 25 ( a ) [ 1 ] of the Federal Reserve Act, or a receiver of a national bank, insured bank, branch, agency, or organization or any agent or employee of the receiver, or a Federal Reserve Agent, or an agent or employee of a Federal Reserve Agent or of the Board of Governors of the Federal Reserve System, embezzles, abstracts, purloins or willfully misapplies any of the moneys, funds or credits of such bank, branch, agency, or organization or holding company or any moneys, funds, assets or securities intrusted to the custody or care of such bank, branch, agency, or organization, or holding company or to the custody or care of any such agent, officer, director, employee or receiver, shall be fined not more than {>= $1,000,000} or imprisoned not more than 30 years, or both ; but if the amount embezzled, abstracted, purloined or misapplied does not exceed {$1000.00}, he shall be fined under this title or imprisoned not more than one year, or both. As used in this section, the term national bank is synonymous with national banking association ; member bank means and includes any national bank, state bank, or bank and trust company which has become a member of one of the Federal Reserve banks ; insured bank includes any bank, banking association, trust company, savings bank, or other banking institution, the deposits of which are insured by the Federal Deposit Insurance Corporation ; and the term branch or agency of a foreign bank means a branch or agency described in section 20 ( 9 ) of this title. For purposes of this section, the term depository institution holding company has the meaning given such term in section 3 of the Federal Deposit Insurance Act. 18 USC 657 - Lending, credit and insurance institutions Whoever, being an officer, agent or employee of or connected in any capacity with the Federal Deposit Insurance Corporation, National Credit Union Administration, any Federal home loan bank, the Federal Housing Finance Agency , Farm Credit Administration, Department of Housing and Urban Development, Federal Crop Insurance Corporation, the Secretary of Agriculture acting through the Farmers Home Administration or successor agency, the Rural Development Administration or successor agency, or the Farm Credit System Insurance Corporation, a Farm Credit Bank, a bank for cooperatives or any lending, mortgage, insurance, credit or savings and loan corporation or association authorized or acting under the laws of the United States or any institution, other than an insured bank ( as defined in section 656 ), the accounts of which are insured by the Federal Deposit Insurance Corporation, or by the National Credit Union Administration Board or any small business investment company, or any community development financial institution receiving financial assistance under the Riegle Community Development and Regulatory Improvement Act of XXXX, and whoever, being a receiver of any such institution, or agent or employee of the receiver, embezzles, abstracts, purloins or willfully misapplies any moneys, funds, credits, securities or other things of value belonging to such institution, or pledged or otherwise intrusted to its care, shall be fined not more than {>= $1,000,000} or imprisoned not more than 30 years, or both ; but if the amount or value embezzled, abstracted, purloined or misapplied does not exceed {$1000.00}, he shall be fined under this title or imprisoned not more than one year, or both. 18 USC 1005 - Bank entries, reports and transactions Whoever, being an officer, director, agent or employee of any Federal Reserve bank, member bank, depository institution holding company, national bank, insured bank, branch or agency of a foreign bank, or organization operating under section 25 orsection 25 ( a ) [ 1 ] of the Federal Reserve Act, without authority from the directors of such bank, branch, agency, or organization or company, issues or puts in circulation any notes of such bank, branch, agency, or organization or company ; or Whoever, without such authority, makes, draws, issues, puts forth, or assigns any certificate of deposit, draft, order, bill of exchange, acceptance, note, debenture, bond, or other obligation, or mortgage, judgment or decree ; or Whoever makes any false entry in any book, report, or statement of such bank, company, branch, agency, or organization with intent to injure or defraud such bank, company, branch, agency, or organization, or any other company, body politic or corporate, or any individual person, or to deceive any officer of such bank, company, branch, agency, or organization, or the Comptroller of the Currency, or the Federal Deposit Insurance Corporation, or any agent or examiner appointed to examine the affairs of such bank, company, branch, agency, or organization, or the Board of Governors of the Federal Reserve System ; or Whoever with intent to defraud the United States or any agency thereof, or any financial institution referred to in this section, participates or shares in or receives ( directly or indirectly ) any money, profit, property, or benefits through any transaction, loan, commission, contract, or any other act of any such financial institution Shall be fined not more than {>= $1,000,000} or imprisoned not more than 30 years, or both. Problem with a purchase shown on your statement

Card was charged for something you did not purchase with the card
Complaint: I had reported a card stolen and the card was replaced. The new card had a new number. Also, I had automatic bank payments on the old card so I would never have a late payment. I made a charge on XXXX ( XX/XX/XXXX ) and the charge was made to my American Express card which was cancelled. The charge should have been rejected since the card was cancelled and I would have used a different card. American I called American Express They said they charged the new card because it was a an automatic purchase and they were allowed to charge the new card. I have no autoship products with XXXX. I also asked if they could transfer payments to the new card how come they did not transfer the auto pay I had set up so my card would never be charged a late fee? They said it was not the same thing. I have been a loyal customer with American Express ( I have a second card I use for business ) and normally pay my balance each month. When I received the new card I put in a drawer. I had received a lower rate from a different credit card company and learned if you cancel a credit card it ruins your credit card score. Therefore, I never thought anything was charged to the card. I also teach for the military so sometimes I am away for long periods of time. Since I was not aware of the charge and did not have access to my mail I did not realize the charge existed until I returned home. At that point I had a late payment and late fees which exceeded the charge. Plus they reported the late payment to the credit card agencies. My credit card rating is down 70 points. I have written to American Express and tried to resolve this and they have not had the courtesy of answering me. Plus they added additional late payments and reported me to the credit card agency again. I have paid off the card. I do not mind paying the bill I owe, but since they allowed a fraudulent charge to go through and I was not aware of it they should not penalize me nor should they have reported me to the credit card agency. My complaints are : 1. They allowed an unauthorized charge. 2. How can they say they can automatically transfer charges to the new card, but not transfer the automatic payment information? I would like the late fees be reimbursed and American Express fix my credit card rating. 2.
