Complaint: I recently purchased a prepaid PayPal debit card from a convenient store, I set an account and download the app. I downloaded the non prepaid app as well. ( The PayPal app that allows a person to send, receive funds online, etc ) I made my prepaid account and then thought it was connected or associated to the original app, but when I tried signing up for the no prepaid account, it said I already had an account. I tried putting in my current email and # but it wasn't the correct information associated with the account, I tried other emails in which I no longer have access to as well as old numbers I've had in the past that I no longer have access to and found both a matching email and number. But the crazy part about this while situation is that I never made an account with PayPal prior to making the prepaid onlme account. Therefore I believe someone has hacked my email because when I tried to recover the email that ls linked to the non prepaid account, to try and gain access to it, I wasn't successful due to the recovery email that was now on file with the email I no longer have access to.

Complaint: On XX/XX/XXXX a XXXX XXXX was to sell me 2 tickets to XXXX XXXX. She gave me this email address to send the money to via paypal ( XXXX ). After sending {$70.00}, she did not give me the tickets. She said she tried to send them to my e-mail but it wasn't valid. She said her XXXX acct was locked and she couldn't get into it. She then sent me a " link '' to log into my XXXX acct. I refused to log into because it was a fake XXXX site. At this point, I knew it was a scam and requested my money back 5 different times. She stated she called paypal twice and then she blocked me.

Complaint: Purchased a ticket for a show through paypal. Found the user through XXXX event page, and communicated with user via XXXX XXXX.
As soon as payment of {$19.00} ( {$19.00} ticket, {$0.00} paypal fees ) was sent through paypal, the recipient 's XXXX account went missing and I could no longer contact the user. I assumed payment would be protected through paypal, however paypal unwilling to protect this payment as it was mistakenly sent through 'friends and family '. I was distracted at time and through payment was sent as 'goods and services ' - something that seemed correct in my review before sending payment given there was a fee for sending this transaction.
User clearly has email address ( XXXX ) linked to paypal account so hoping sending here will stop them from ripping off other people. Paypal unwilling to investigate this user - even though it CLEARLY should be there responsibility.

Complaint: When sending money out of your PayPal account to a 3rd party, they present you with multiple funding options. Regardless if you select your PayPal balance OR select your " linked bank account '', the system clearly states, " the money will be sent right away '' for both options. However, when sending via the linked bank account, after you click " send payment now '' the system says that the payment has not been sent instantly and instead will be pending for 5-10 days. Additionally, there is no way to cancel the payment and the PayPal customer service is aware of this misrepresentation and says the system has been broken for over a month. Customer service also refuses to cancel the payment even with their " broken '' system.

Complaint: I purchased an item on XX/XX/XXXX, and used paypal 's services to purchase the item. The seller cancelled the sale, however, Paypal hasn't release the refund. I have reached out to Paypals customer service on mulitiple occasions and also filed a dispute. I received confirmation that the funds can be withdrawn, see attachments ; however, they still have not released the funds back to my paypal account to be released. It has been longer than the release date anticipated.

Complaint: I have a paypal account, i recieved notification from paypal for unusual activity on XXXX XXXX I logged on and saw the unauthorized transfer to an unknown individual. I immediately notified paypal of an unauthorized transfer. They opened the case, on XX/XX/XXXX.
