Complaint: XX/XX/XXXX in an attempt to make my water bill payment for {$110.00}, I added the mistake and put {$1100.00}. Upon receipt of confirmation of the transaction, I immediately contacted Netspend to request they reverse the pending transaction. They stated I needed to contact the merchant to have them submit reason authorization should be released, etc. I informed Netspend that the merchant stated payment had not been processed, so therefore, they do not have the funds. The merchant agreed to help me out and sent a receipt to Netspend stating that they would only process the initial payment of {$110.00} for the water bill. Upon receiving the receipt from the merchant, Netspend still refuses to release my {$1000.00} back to my account.

Complaint: Netspend put my tax refund on a card. When I used it at XXXX store to buy a XXXX ticket, Netspend blocked the card from me using it claiming possible Fraud, What resulted was months and months and months and money spent at XXXX XXXX trying to jump through every hoop to prove I was owner of the card and that no fraud had occurred by emailing, calling, faxing THAT RESULTED IN THEM KEEPING ALL MY MONEY .... IN THE END, THEY SAID THEY RETURNED IT TO THE IRS ... but the IRS says they have no such return. The amount was approx. {$1800.00} ... but since we lost our apartment, my car, our marriage, our children 's respect, and my job due to the time, energy, effort, and resulting medical diagnosis of XXXX, I really can not put a dollar amount on the devastation this company has caused me. I want this company to be held responsible for knowingly practicing acts of dishonesty, setting up help call lines answered by individuals who lie saying they are located in Texas and are not, and do not ever intend on helping the customer. I have documentation of every call, up to XXXX minutes each time, and want to be reimbursed my tax refund and an additional amount to compensate me for the physical, psychological, and financial damage this company has caused me. Thank you.

Complaint: On XXXX/XXXX/2016 my debit card was used fraudulently to purchase XXXX dollars worth of t-shirts from a company called XXXX.online. I notified Netspend, the company who issued the debit card, on XXXX/XXXX/2016 of the fraudulent charges. I filed a police report with the XXXX Police department. Police report number XXXX. The detective was able to determine that other people had their debit cards used fraudulently to purchase items from XXXXonline. Netspend performed an investigation and determined that I am responsible for these charges. This is completely unacceptable and unethical. Per the Electronic Fund Transfer Act, if I report these unauthorized fraudulent charges within 60 days, the most I could be held responsible for is XXXX dollars. Even XXXX dollars is questionable per the FTC which states, " if someone makes unauthorized charges with your debit card number, but your card is not lost, you are not liable for those transactions if you report them within 60 days ''.

Complaint: I have a netspend debit, credit card, I have several direct deposit going into that account. On XXXX/XXXX/16 my retirement went into the account. Some called in and talk to customer service agent and ask to have my pin change and address. They transferred {$1000.00} into some name XXXX XXXX account without my knowledge. They sent me a email stating that some request pin change and wanted the money transferred, if you did not request please call right away. I did to let them know it was not me. They started talking about it would take up to 45 days It did not take them that long to give my money away. I 'm really thinking it is a inside job, there are so many complaints against Netspend of them not returning their money. They should be closed down if this is the way they conduct their business. Hope someone can help.

Complaint: I purchased a card on XXXX/XXXX/15 at XXXX 's XXXX in XXXX, XXXX . I was charged a {$4.00} fee for the card. I called to activate the card shortly after the purchase. I was charged an additional {$4.00} monthly service fee for the card. I was confused as to why I was being assessed {$9.00} for a card that I have not charged anything to for my benefit. This is an egregious charge that has been assessed to me. I requested a refund of my money which will take 10 business days. As a consumer, I do not understand how they can justify 2 charges for the same service.

Complaint: I recently received a Brinks Money Debit MasterCard ( dba Skylight Financial Inc in XXXX, TX ) which I most certainly did not request. I check my credit score/inquiries regularly, and I 'm confident this is n't real or a result of a scam. I think it 's just a very well-divised, thorough marketing scheme. But it 's really quite alarming. The card had my correct name, a card number, master card logo, an expiration date and CVC 3-digit number on back. The letter attached had an account number, a routing number, was sent to my home address. I received a terms of agreement pamphlet, and skylight/us bank checks. Now I 'm having to go through the trouble of making sure that a. ) this has n't been identity theft ; b. ) none of this gets activated ; c. ) all the materials are thoroughly destroyed to ensure no future identity theft, etc. It 's just a XXXX, and if I were elderly or perhaps less tech-savvy, this would have caused a great deal of concern. This seems like really poor business practice. To essentially sign me up, put my name on something that I never requested.

Complaint: I am currently using Skylight Financial as a direct deposit/checking account, through my employer XXXX XXXX ''. I need to rent a car why my car is under repairs. I found that Skylight tacks on an additional 15 % of blocked fees when the car rental agency places a hold for the rental. XXXX states very clearly how much they are holding, but skylight adds 15 % and states its a federal law they must abide. I can not find any federal law that requires banks to increase holds on car rental fees. I have made over a dozen attempts to communicate to my bank that I believe this to be a unlawful activity, but they refuse to work with me or correct the behavior. If they are doing this to me, how many other innocent people are going through the same act? This could not possibly be a legal or moral act of a bank to perform harsh '' er '' penalties to a customer just trying to get transportation to work and other crucial commuter needs-its just plain cruel!

Complaint: Netspend sent me an unsolicited prepaid debit card. Advising that everyone is guaranteed approval and advising of immediate access to the funds deposited to the card. I 'm a XXXX and my school refund was deposited to the card. I tried to activate the card and was advised that they needed to verify my identity by providing my ssn, address, dl #, dob and phone # which i gave. They adv. That i did not pass verification due to the address even though i gave the address where the card was sent. They Then requested a copy of my dl, ssn, a bill, which i sent.and had to wait 6 business hours for review i also sent my health and human svcs award letter and they advised that i still did not pass. I then sent my passport and waiting another 6 hours for review. They finally activate the card 2 days later at XXXX. And accepted the deposit and posted it to the account. However at XXXX the following morning They blocked the account and then closed the acct.stating they could not verify my identity. They advised that a check would be sent to me for the balance on the account and that i would have it in 3-5 business days. I contacted them on the 5th business day because i had still not received and they advised a check had been sent and that i would receive within 10 bus days not 5. I contacted them on the 10th bus days in which they again guaranteed the check had been mailed and that i would receive it the following day. I called the next day when i still had not received the check and they had me on hold for an hour when they finally transferred me to a supervisor in the fraud dept who advised no check was ever, sent and that the money would need to go back to. the school. She went on to say that the school ( XXXX college ) would need to send them a letter of indemnity both by email and postal mail and then they would send a check for the remaining balance, which is now being lowered by various fees applied after the account was closed, to the school and then the school would then have to send to me and i would need to contact my school. I contacted the school and advised of all of this and they advised that was incorrect and that netspend would need to use a check to me for the balance. And that netspend was illegally holding my money and for me to file a police report. Per the initial email from netspend prior to the card being activated netspend notified me of the pending deposit from my school and advised that if they could not verify my identify and activate the card within 24 hours that the deposit would be sent back to the school. Which at least If that had happened i would have gotten the payment from the school 2weeks ago and at least had the money to pay for my books. Instead they accepted the deposit activated the card sent me an email confirming they had verified my identity and charged me the account maintenance fee and other fees only to block the account the next morning and hold on to my money while depleting it with various fees even though the account is supposed to be closed

Complaint: I recently received a card in the mail from NetSpend stating that I could receive my paycheck two days sooner if I chose their card and paid a {$9.00} monthly fee for their premium service plan. I am not certain how they got my information or why they would send the offer to me. However, because I live in a relatively low income neighborhood, I fear that NetSpend is preying upon individuals who lack transportation to banks and/or the financial savvy to recognize predatory lenders/finance companies. I was instructed by a member of the XXXX to bring this issue to the attention of the CFPB.
