Debt collection: Medical debt

Didn't receive notice of right to dispute
Complaint: I checked my credit after being denied multiple times for a new auto loan. I noticed an account for ARS ACCOUNT RESOLUTION in the amount of {$96.00} with the ORIGINAL CREDITOR as XXXX XXXX XXXX XXXX XXXX. First, this debt is a violation of HIPPA rights, as I did not sign a release to have my medical records, including costs, shared with any outside agency. Second, I never received any correspondence from the medical facility or the doctor after my care as I made sure they knew that I was indigent and had no income. Third, I have a right to be notified with proper instructions on how to dispute, according to the Fair Debt Reporting Act.

Frequent or repeated calls
Complaint: Am current on all medical provider bills, hospital bills, ER visits. Out of the blue ( XX/XX/2019 ) started receiving daily or more frequently automated phone calls with generic voice recording stating that I owe an unspecified amount of money. 1 hard copy letter came in mail, from HRRG ( Healthcare Revenue Recovery Group ) stating I owe {$210.00}, but provided no substantiation for this. Phoned my healthcare and insurance billing ( for both offices visits and hospital services 2 different billing offices ). My accounts show no outstanding amounts for anything, including emergency medicine. The amount HRRG is claiming is owed is fairly close to an amount ( grouped into a long list of other charges ) that was paid ( co-pay ) 6 months ago. Also, none of my providers, billing offices, or insurance can locate this so-called delinquent amount. I was, in fact, told to ignore it. I believe, given their poor reputation and high number of complaints ( e.g, bogus, scam ) that HRRG ( Healthcare Revenue Recovery Group ) is knowingly trying to scam money from me. They leave automated messages daily, from many different numbers. ( Ive blocked quite a few numbers at this point. ) I believe they are spoofing phone numbers.

Attempts to collect debt not owed

Debt collection: Medical debt

Debt is not yours
Complaint: Good evening, I have been disputing with a collection agency by the name of ARS Account Resolution. They have reported to XXXX and XXXX that I owe this medical bill in the amount of {$1800.00}. I do not know this company and have absolutely no obligations to this company. The company has been contacted numerous times in writing and by telephone stating the account information is inaccurate. I have certified letters that were sent to the company dating XX/XX/2019, XX/XX/2019, and my third letter will go out tomorrow as this will be another 30 days the company has refused to reply. In my letters to the company, I requested validation, made pursuant from the Fair Debt Collection Practices Act and the Fair Credit Reporting Act, to validate competent evidence bearing my signature, showing that I have ( or ever had ) some contractual obligation to pay ARS Account Resolution. As well as hey stated requesting a HIPAA Authorization with my signature. NO REPLY. Also, I had informed them that any negative marks found on my credit reports ( including XX/XX/XXXX, XX/XX/XXXX, and XX/XX/XXXX ) from their company or any company that they represent, for a debt that I DON'T owe, is a violation of the FCRA & FDCPA ; therefore, if ARS Account Resolution can not validate the debt, they must request that all crediting reporting agencies delete the entry. Again, they have not sent any evidence nor have they responded to any of my letters.
